Intervention for the Problems on Illegal Health Products Advertising on Radios through Participation among Community Network in Lopburi

Abstract
Objective: To establish and evaluate intervention for the problem on illegal advertising of health products over the radios (IAHPR) by participation of community network in Lopburi. Method: This study was an action research to contain IAHPR through the participation of 1. Committee for Development of Consumer Protection System in Health Products and Services (CDCPS) 2. Committee for the Protection of Consumer Rights in Advertising Health Products and Services (CPCRA) and 3. radio operators in Lopburi. The evaluation was conducted in 2 dimensions: 1. The effectiveness of intervention on IAHPR over 14 radio stations or proportions of illegal advertising and 2. evaluation of the intervention on IAHPR according to Sherry R Arnstein's participation theory. Results: Intervention for IAHPR in Lopburi Province consisted of 4 measures: 1. measures from participation of network partners 2. educational measures on legal health product advertising 3. monitoring measures for illegal advertising and 4. close cooperation to contain the problem on IAHPR. Radio stations with illegal advertising reduced from 14 to 6 stations. Community network showed a level of participation as follows: 1. the CDCPS participated in delegated power level indicating the sustainability of participation and the opportunity to achieve long-term success. 2. the CPCRA participated in the placation level creating the recognition and confidence in the fair management system of the government and 3. the network of radio operators involved in the process of informing. Conclusions: Intervention for the problem on IAHPR succeeded both in dimensions of effectiveness and management, and was able to reduce the IAHPR problem. Collective action to resolve the problem through the principle of participation enables a powerful driving mechanism with high opportunity to achieve long-term.
