Study on the Policies and Measures to Control Drug Distribution in Pharmacies by Bookkeeping

Abstract

Objective: To study the development of drug law, policies and measures for controlling drug distribution with the requirement of bookkeeping. Method: This study was a documentary research collecting and reviewing relevant law, policies and measures in order to analyze the content and draw a conclusion using Gill Walk and Lucy Gilson’s policy triangle as a framework. Afterwards the researcher presented the conclusion to expert to ask for their suggestion. The expert in the study was the secretary and a member of working committee in drafting the Ministerial Rules on application for and licensing of selling modern medicines B.E. 2556, and a member of working committee in drafting ancillary law under the Ministerial Rules. Results: The requirement of bookkeeping in pharmacy originated in 1937. The Rules of Interior Ministry issued under Control of Drug Selling Act, B.E. 2479 mandated licensees of drug selling to have bookkeeping on selling of dangerous drugs and to record buyers’ names and addresses, drug names and amounts for each selling of dangerous drugs in the Book. Later on the requirement on recording names and surnames of buyers was derogated by the Ministerial Rules No. 2 issued under the Drug Act B.E. 2510. The law in effect once again requires the record of names and surnames of buyers in the Book for selling of particular dangerous drugs in order to fix the problem of drug abuse. Some expressed disagreement on the some items of dangerous drugs in the List with bookkeeping mandates, and also the requirement on recording names and surnames of buyers in the Book. Conclusion: In order for policy and measures for controlling drug distribution by pharmacy bookkeeping to be effective, stricter law enforcement is recommended. Evaluation of the impact of the policy and measures for controlling drug distribution by pharmacy bookkeeping is warrant.
