การวิเคราะห์ผลกระทบของการออกกฎหมายซองบุหรี่แบบเรียบในประเทศไทย : ผลกระทบทางเศรษฐศาสตร์

บทคัดย่อ

วัตถุประสงค์: เพื่อคาดการณ์ผลกระทบทางเศรษฐศาสตร์ที่จะเกิดขึ้นหากมีการบังคับใช้กฎหมายซองบุหรี่แบบเรียบซึ่งเป็นมาตรการใหม่ของประเทศไทยเพื่อยับยั้งการเพิ่มขึ้นของผู้สูบบุหรี่หน้าใหม่ วิธีการ: การวิจัยเชิงพรรณนาครั้งนี้เก็บข้อมูลโดยการประชุมกลุ่มย่อยผู้ที่มีอายุ 18-21 ปี และใช้ข้อมูลทุติยภูมิมาประมาณการผลกระทบทางเศรษฐศาสตร์ของนโยบายดังกล่าว ผลการศึกษา: ตัวอย่างเห็นว่า ซองบุหรี่แบบเรียบมีผลช่วยลดการบริโภคยาสูบในกลุ่มที่ยังไม่สูบและผู้สูบหน้าใหม่ แต่ไม่มีผลในผู้ที่สูบบุหรี่แล้ว และมีผลเพียงระยะหนึ่งเท่านั้น  ในมุมมองภาครัฐ จะเกิดการประหยัดค่าใช้จ่ายในการรักษาโรคจากการสูบบุหรี่ที่เป็นผลจากการป้องกันผู้สูบรายใหม่ โดยในปี พ.ศ. 2562 จะประหยัด 2,023,444,836 บาท  ในปี พ.ศ. 2563  จะประหยัด  1,950,900,971 บาท  ผลกระทบต่อรายรับของประเทศจากภาษีบุหรี่ จะทำให้รายได้ของกรมสรรพสามิตในปี พ.ศ. 2562 ลดลง 224,212,605 บาท และ ปี พ.ศ. 2563 ลดลง 270,865,453บาท โดยรวมจะช่วยให้ประเทศไทยลดค่าใช้จ่ายลงในปี พ.ศ. 2562 เท่ากับ 1,799,232,231 บาทและปี พ.ศ. 2563 เท่ากับ 1,680,035,517 บาท  ในมุมมองส่วนบุคคล ค่าใช้จ่ายที่ประหยัดจากไม่บริโภคบุหรี่ประมาณโดยรวม ปี พ.ศ. 2562 เป็น 178,162,608 บาท และ ปี พ.ศ. 2563 เป็น 171,926,470 บาท สรุป: มาตรการซองบุหรี่แบบเรียบแม้ว่าจะช่วยลดการบริโภคยาสูบในกลุ่มที่ยังไม่สูบและผู้สูบหน้าใหม่ และส่งผลกระทบให้ประเทศลดค่าใช้จ่ายในภาพรวมได้ปีละมากกว่า 1,700 ล้านบาท จึงเป็นข้อมูลที่สนับสนุนให้รัฐบาลออกกฎหมายให้ใช้ซองบุหรี่แบบเรียบขึ้นในประเทศไทย
