Participants included insured persons,  establishment managers, dentists, dental nurses, and  dental assistants. Process of dental health care system for  insured persons comprised of 1) A cortex base study and  analysis of the problems; 2) Providing a dental health care  model and proactive dental health care for insured persons  in establishments; 3) Assess the satisfaction of the dental  health care model; 4) Evaluation conclusion and  suggestions. Insured  persons received preventative dental  health services, including full mouth dental health  examinations (91.2 %) and dental sealants (70.4%). Dental  treatment services include scaling (98.7%) and fillings  (10.1%). The insured persons were satisfied with the overall  proactive dental service model at a high level in terms of procedures, duration, personnel, disbursement system, and reasonable prices. They resulted in receiving dental services that cover oral problems. However, it should increase the contact channel by making a separate line group for service places or organizing a dental social security hotline for the  insured persons
