Strengthening the Grassroots Economy through the Development of a Proactive System for Facilitating Health Product in the Regional Context: A Research and Development Study

Abstract

Objective: To develop and test a model of an effective and practical model for proactive certification and facilitation of community health products that supports the development of value-added agricultural products and increases the competitiveness of farmers and community enterprises considered as classified as grassroots economy in the regional area. Method: This study was an action research with the following three phases: 1) developing a prototype of a model for proactively certifying and facilitating community health products and 2) piloting the model in practice in 12 provinces include Chiang Mai, Phetchabun, Nakhon Sawan, Chanthaburi, Nakhon Ratchasima, Amnat Charoen, Krabi, Kalasin, Samut Prakan, Ang Thong, Songkhla and Prachuap Khiri Khan in order to understand the problem and feasibility in its implementation. Results:  Outcome of model development and its testing in the aspect of administrative process was the integration of work as well as related procedures and laws among various agencies. The success was achieved in all 12 provinces, i.e., provincial public health offices integrated their work procedures with various agencies in the area, evident by the available information on entrepreneurs or products being the target for development. Success in the aspect of academic process or the facilitation to obtain the licenses for production sites or products found in 5 provinces including Kalasin, Samut Prakan, Ang Thong, Songkhla, and Prachuap Khiri Khan. In addition, a new product, Khalu leaf tea, not previously included in the list of allowed substances for use in food of the Food and Drug Administration (positive list) was approved in Songkhla. Conclusion: The model of certification and facilitation of the grassroots economy could be implemented and expanded. Critical elements that should be further developed, include 1) providing knowledge to both officials in the ministries and regional area for building an understanding and enabling the integration of work with other related agencies in the areas; 2) proactive and fast track working system in order to increase the competitive advantage among farmer groups and community enterprises, and 3) procedures for searching for information on the positive list of substances, and preliminary assessment of information on products with ingredients not being in the positive list of Food and Drug Administration.
