Community Participation in Establishing Model Quality Grocery Stores According to the Rational Drug Use Promotion Project in the Community of That Phanom District, Nakhon Phanom Province

Abstract

Objective: To determine factors related to the distribution of illegal drugs, meeting the criteria for model quality grocery stores and improving grocery stores to become model quality grocery stores according to the Rational Drug Use Promotion Project in the Community. Methods: This participatory action research was conducted in 117 grocery stores in That Phanom District, Nakhon Phanom Province during September 2021 to March 2022. The study was divided into 5 phases including 1. the study of community context 2. exploration of the problem and related factors. 3. planning 4. implementation of the plan and 5. monitoring and evaluation of the outcomes. Quantitative data collected in phases 2 and 5 were characteristics of grocery store owners, drug distribution, knowledge on drugs, and results of assessment of model quality grocery stores. Qualitative data were collected using focus group discussion and in-depth interview. Results: The majority of grocery owners were female (64.1%). They reported needs of community as a cause of the distribution of illegal drugs (53.8%). Drug delivery to grocery stores was associated with illegal drugs distribution (OR = 3.97, 95% CI=1.71-38.12). Attending relevant educational training was a protective factor against illegal drug distribution (OR = 0.23, 95% CI=0.031-0.97). In addition, relevant knowledge was associated with meeting the criteria for model quality grocery store (OR =0.625, 95% CI=0.52-0.82). This research proposed the “THATPHANOMMS model” to build community participation leading to significant enhancement of knowledge among grocery owners immediately and 15 days after training (P<0.05). Distribution of illegal drugs significantly decreased from 17.9 % to 4.3% (P < 0.001). Moreover, proportion of grocery stores meeting the criteria for model quality groceries significantly increased from 60.7% to 92.3% (P<0.001). Conclusion: The “THATPHANOMMS model” created community participation, resolved the problem of illegal drug distribution, and improve groceries to become model quality groceries.
