Effect of Surveillance for the Distribution of Inappropriate Food Supplements and Cosmetics at Lamphun Street Market

Abstract
Objective: To evaluate the effect of the surveillance of the distribution of inappropriate food supplements and cosmetics (FSC) at Lamphun street market (the Surveillance). Method: This quasi-experimental study developed the Surveillance consisting of 1. screening of FSC being sold using the Google Sheets, 2. the inspection of FSC by network of public, 3. Provision of knowledge on harm from FSC, and the inspection of those products with the line application @FDAThai to all 8 street market merchants, and 4. Educating 77 high school and diploma level students on health literacy and self-protection in consuming FSC. The study compared the prevalence of inappropriate FSC, knowledge, and behavior on FSC selling of shop owners in street market before and 1 month after using the Surveillance. The study also compared health literacy and knowledge on self-protection in consuming FSC before and after participation in the activities among students. Results: After implementing the Surveillance, the number of inappropriate products reduced from 5.1% (40/780 items) to 0.5% (3/607 items), (P<0.001). Knowledge on FSC of store owners increased from 11.38±0.92 to 13.25±1.16 (P<0.01). The stores with behaviors on examination of food serial number and cosmetic registration number increased from 2 (25%) to 8 stores (100%), (P=0.031), respectively. In addition, the Surveillance significantly enhanced health literacy in the domain of access to information, knowledge, and communication on FSC and self-management on FSC. The score on self-protection on consumption of health products increased from 1.74±1.07 to 3.82±0.48 (P<0.01). Conclusion: The developed Surveillance reduced numbers of inappropriate FSC sold in Lamphun street market. It operated through the implementation of simple technology such as Google Sheets that helped screening FSC being sold. Additionally, working together with public sector network to educate store owners and consumers can strengthen the Surveillance and enhance its effectiveness.
