บทคัดย่อ
วัตถุประสงค์: เพื่อพัฒนามาตรการควบคุมและเฝ้าระวังเครื่องสำอางในรูปแบบ ampoule, vial และ syringe ของจังหวัดเชียงใหม่ วิธีการ: การวิจัยเชิงปฏิบัติการครั้งนี้ดำเนินการระหว่างเดือนตุลาคม 2567 ถึงกันยายน 2568 ดังนี้ 1) ศึกษาสถานการณ์ปัญหาโดยรวบรวมข้อมูลคำขอจดแจ้งเครื่องสำอางผ่านระบบอัตโนมัติในปี 2565-2567 และรายงานการตรวจสถานที่ผลิต/นำเข้า, 2) พัฒนามาตรการควบคุมและเฝ้าระวังโดยการสนทนากลุ่มและสัมภาษณ์ผู้ปฏิบัติงาน, 3) นำมาตรการไปใช้, และ 4) ประเมินผลลัพธ์ ผลการวิจัย: เครื่องสำอางในรูปแบบ ampoule, vial และ syringe ที่จดแจ้งในจังหวัดเชียงใหม่ระหว่างปี 2565-2567 เป็นผลิตภัณฑ์นำเข้าทั้งหมด รวม 9 รายการ พบปัญหา 1 รายการที่คำขอจดแจ้งไม่ตรงกับผลิตภัณฑ์จริง และถูกนำไปใช้ผิดวิธีโดยการฉีดในคลินิกเสริมความงาม ผู้ปฏิบัติงานจึงร่วมกันพัฒนามาตรการควบคุมและเฝ้าระวังผลิตภัณฑ์ดังกล่าวในจังหวัดเชียงใหม่ที่เน้นให้เจ้าหน้าที่ทำหน้าที่อย่างรัดกุม ฝึกอบรมเจ้าหน้าที่ด่านอาหารและยา และประสานงานกับงานสถานพยาบาลในการตรวจคลินิกเสริมความงาม หลังการดำเนินตามมาตรการ 3 เดือน สัดส่วนข้อมูลคำขอที่ไม่ครบถ้วน/ไม่ถูกต้องลดลง (จากร้อยละ 17.91 เป็นร้อยละ 12.60) เวลาเฉลี่ยที่เจ้าหน้าที่พิจารณาข้อมูลตามคำขอสั้นลง (จาก 26 วันในปี 2565, 15 วันในปี 2566, 5 วันในปี 2567 เป็น 4 วัน) เจ้าหน้าที่งานเครื่องสำอางได้เข้าตรวจคลินิกเสริมความงามร่วมกับงานสถานพยาบาลและพบปัญหาการใช้ผลิตภัณฑ์เครื่องสำอางผิดข้อบ่งใช้และไม่มีทะเบียน การอบรมทำให้เจ้าหน้าที่งานด่านอาหารและยามีความรู้เรื่องผลิตภัณฑ์เครื่องสำอางอย่างถูกต้องเพิ่มขึ้น สรุป: ในการกำกับดูแลเครื่องสำอางรูปแบบ ampoule, vial และ syringe เจ้าหน้าที่ทุกคนที่เกี่ยวข้องต้องปฏิบัติงานในความรับผิดชอบอย่างรัดกุม และบูรณาการทำงานร่วมกันอย่างเป็นระบบเพื่อป้องกันอันตรายที่อาจเกิดต่อผู้บริโภค
