การพัฒนาแนวทางการคุ้มครองผู้บริโภคด้านฉลากของอาหาร ที่ได้รับการอนุญาตผ่านทางอิเล็กทรอนิกส์ (E-Submission)

บทคัดย่อ
วัตถุประสงค์: 1) เพื่อพัฒนาแนวทางการคุ้มครองผู้บริโภคด้านฉลากที่ได้รับการอนุญาตทางระบบ E-Submission 2) เพื่อศึกษาความถูกต้องตามกฎหมายของฉลากอาหารที่ผลิตในจังหวัดสุรินทร์ที่ได้รับอนุญาตจากระบบ E-Submission และ 3) เพื่อประเมินความรู้และสำรวจมุมมองของผู้ประกอบการผลิตอาหารเกี่ยวกับการแสดงฉลาก วิธีการ: การวิจัยแบบผสมผสานครั้งนี้แบ่งเป็น 2 ระยะ ได้แก่ ระยะที่ 1 เป็นการตรวจสอบความถูกต้องของฉลากอาหาร จำนวน 360 ผลิตภัณฑ์ และประเมินความรู้และสำรวจมุมมองต่อการแสดงฉลากของผู้ผลิตอาหาร จำนวน 250 คน หลังจากนั้นนำข้อมูลที่ได้เข้าสู่การวิจัยในระยะที่ 2 เพื่อพัฒนาแนวทางการคุ้มครองผู้บริโภคด้านฉลาก โดยจัดการสนทนากลุ่ม 2 ครั้งในกลุ่มผู้ผลิตและกลุ่มเจ้าหน้าที่เพื่อค้นหาปัญหาและอุปสรรคของการแสดงฉลาก และนำไปสู่ข้อเสนอในการพัฒนาแนวทางคุ้มครองผู้บริโภคด้านฉลาก ผลการวิจัย: การประเมินพบฉลากอาหารไม่ถูกต้อง 216 ผลิตภัณฑ์ (ร้อยละ 60.0) อาหารสำเร็จรูปที่พร้อมบริโภคทันทีมีสัดส่วนของความไม่ถูกต้องมากกว่าอาหารประเภทอื่นอย่างมีนัยสำคัญทางสถิติ (P<0.001) ผู้ประกอบการมีคะแนนความรู้เฉลี่ยเท่ากับ 8.68±2.49 คะแนน (พิสัย 2-14 จากคะแนนเต็ม 14) ผู้ประกอบการมีมุมมองเชิงบวกต่อการแสดงฉลาก การสนทนากลุ่มพบปัญหาและอุปสรรคต่อการแสดงฉลากหลายประการ ได้แก่ การขาดความรู้เกี่ยวกับฉลาก และการขาดการตรวจสอบฉลากก่อนใช้ เป็นต้น แนวทางการคุ้มครองผู้บริโภคด้านฉลากอาหาร ประกอบด้วย 1) ด้านการให้ความรู้ คือ การจัดอบรมผู้ผลิตโดยแบ่งตามประเภทอาหาร การจัดทำฉลากตัวอย่างที่ถูกต้อง และการเผยแพร่ความรู้ทางออนไลน์ 2) ด้านการส่งเสริมและสนับสนุน คือ การสร้างช่องทางให้คำปรึกษาในเรื่องการจัดทำฉลากที่เข้าถึงง่าย การขอความร่วมมือจากผู้ผลิตให้ส่งฉลากให้เจ้าหน้าที่พิจารณาตั้งแต่ขั้นตอนขออนุญาต และการที่ผู้ผลิตตรวจสอบฉลากให้ถูกต้องก่อนใช้ 3) ด้านการบังคับใช้กฎหมาย คือ เจ้าหน้าที่สาธารณสุขควรเพิ่มการเฝ้าระวังฉลากในแผนการตรวจเฝ้าระวังประจำปี อาจใช้มาตรการตักเตือนให้แก้ไข หากไม่ดำเนินการค่อยบังคับใช้กฎหมาย สรุป: การคุ้มครองผู้บริโภคด้านฉลากอาหาร ควรแก้ปัญหาฉลากไม่ถูกต้องโดยแบ่งตามประเภทอาหาร และใช้แนวทางที่ออกแบบอย่างมีส่วนร่วมซึ่งประกอบด้วยการให้ความรู้ การส่งเสริมและสนับสนุน และการบังคับใช้กฎหมาย
