บทคัดย่อ
วัตถุประสงค์ 1. ศึกษาความพร้อมและปัญหาของร้านขายยาแผนปัจจุบันบรรจุเสร็จที่ไม่ใช่ยาอันตรายหรือยาควบคุมพิเศษ (ข.ย. 2) ในการปฏิบัติตามประกาศกระทรวงสาธารณสุข เรื่องการกำหนดเกี่ยวกับสถานที่ อุปกรณ์ และวิธีปฏิบัติทางเภสัชกรรมชุมชนในสถานที่ขายยาแผนปัจจุบันเฉพาะยาบรรจุเสร็จที่ไม่ใช่ยาอันตรายหรือยาควบคุมพิเศษ (ประกาศกระทรวงฯ) 2. ศึกษาแนวทางการพัฒนาศักยภาพของ ข.ย. 2 และ 3. ประเมินผลการใช้แนวทางการพัฒนาศักยภาพดังกล่าว วิธีการ: ประชากรในการวิจัย คือ ข.ย.2 ในจังหวัดชลบุรี จำนวน 106 แห่ง การศึกษานี้เป็นการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมโดยมีการวิจัย 4 ขั้นตอนประกอบด้วยการวางแผน การปฏิบัติการ การสังเกตการณ์ และการสะท้อนการปฏิบัติ การศึกษาเก็บรวบรวมข้อมูลเชิงปริมาณและเชิงคุณภาพด้วยแบบสอบถามและแบบสัมภาษณ์กึ่งโครงสร้าง ตามลำดับ ผลการวิจัย: คะแนนเฉลี่ยความพร้อมของร้านขายยาในภาพรวม คือ 1.25±0.21 (ปฏิบัติแล้ว = 2, อยู่ระหว่างการปฏิบัติ = 1, ยังไม่ปฏิบัติ = 0) ตัวอย่างขาดความรู้เกี่ยวกับประกาศกระทรวงฯ และกฎหมายที่เกี่ยวข้อง และยังมีทัศนคติทัศนคติในทางลบต่อการดำเนินการตามประกาศกระทรวงฯ นอกจากนี้ยังขาดทักษะในการใช้เทคโนโลยีสารสนเทศที่จำเป็น แนวทางการพัฒนาศักยภาพร้านขายยา คือ การจัดประชุมเชิงปฏิบัติการแบบมีส่วนร่วมเพื่อพัฒนาความรู้และทัศนคติต่อการดำเนินการตามประกาศกระทรวงฯ และทักษะการใช้เทคโนโลยีสารสนเทศ การลงมือทดลองปฏิบัติและร่วมแลกเปลี่ยนเรียนรู้จากการลงพื้นที่ตรวจประเมินร้านยา หลังการเข้าร่วมกิจกรรมผู้ประกอบการมีความรู้และทัศนคติการดำเนินการตามประกาศกระทรวงฯ ตลอดจนมีทักษะการเข้าถึงข้อมูลสารสนเทศสูงขึ้นกว่าก่อนเข้าร่วมกิจกรรมอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.01 หลังการร่วมกิจกรรม ร้านยามีคะแนนความพร้อมในภาพรวมอยู่ใน 1.62±0.31 และมีคะแนนเฉลี่ยเพิ่มสูงขึ้นทุกหมวดของความพร้อม ข.ย.2 ทุกแห่งรวมทั้งสิ้น 106 แห่ง ผ่านการประเมินและปฏิบัติตามประกาศกระทรวงฯ ทันเวลาบังคับใช้ตามกฎหมาย ข.ย.2 แบ่งได้ 3 กลุ่มคือ 1) กลุ่มที่มีศักยภาพสูงและต้องการเปลี่ยนแปลงเป็นร้านขายยาแผนปัจจุบัน (ข.ย.1) จำนวน 11 แห่ง 2) กลุ่มที่มีศักยภาพเป็นไปตามประกาศกระทรวงฯ และประสงค์เป็น ข.ย.2 ต่อไป จำนวน 86 แห่ง และ 3) กลุ่มที่มีศักยภาพเป็นไปตามประกาศกระทรวงฯ ที่กำหนด แต่ขอยกเลิกกิจการ 9 แห่ง เพราะไม่มีผู้ประสงค์สืบทอดกิจการและปัญหาสภาพเศรษฐกิจ สรุป: การพัฒนาศักยภาพร้านขายยาด้วยกระบวนการมีส่วนร่วม ทำให้ ข.ย.2 สามารถปฏิบัติตามประกาศกระทรวงฯ ได้ทันระยะเวลาบังคับใช้ตามกฎหมายและมีแนวโน้มในการพัฒนาสู่เกณฑ์มาตรฐานร้านยาที่สูงขึ้น
