Evaluation of Primary Care System Development by Primary Care Cluster

Abstract

Phitsanulok province had established primary care cluster in Phitsanulok City Municipality, according to  Ministry of Public Health policy, started in June 2015. This evaluation research by Stufflebeam CIPP model  (Context, Input, Process and Product), had aimed to evaluate the outcome of primary care system development by Primary Care Cluster. Data collection was using by the CIPP opinion questionnaires from 28  healthcare providers who worked in Primary Care Cluster. Data were analyzed by using descriptive statistic  included percentage, mean and standard deviation. The results of this research showed that 1. Context:  establishment of primary care cluster was consistent and appropriated with current primary care system  development policy. The opening of primary care cluster in Phitsanulok City Municipality was proper at a high level. 2. Input: the adequacy of healthcare provider was a lowest level. Healthcare provider had willing and  freedom to work at moderate level. They had received the support and potential development at moderate  level. Financial system was a low level. The list of drug system, logistic system for the personnel and 43 file  information systems were at moderate level. The connecting system with the supported hospital was high  level. 3. Process: continuity health care service was at high level. Passive service in the department, active  service in the community, networking and community participation, and medical information counselling were at moderate level. 4. Product: result indicator according to Ministry of Public Health was low level. The  response to needs of people and overview operation were moderate level. Thus, the healthcare manager  should support about increasing number of healthcare provider and budget along with the development of  primary care cluster system to achieve better service process for people
