Quality of Work Life among Personnel in Subdistrict Health Promoting Hospitals after Transfer to Provincial Administrative Organizations: A Case Study of Nakhon Sawan Province

This cross-sectional descriptive study aimed to: (1) examine and compare the quality of work life (QWL) of personnel in Subdistrict Health Promoting Hospitals (SHPHs), and (2) identify the factors influencing QWL following the transfer of SHPHs to the Nakhon Sawan Provincial Administrative Organization (PAO). The study sample consisted of 320 SHPH personnel transferred during fiscal years 2023 – 2024, selected using stratified random sampling. Data were collected through an online questionnaire with a reliability coefficient of .97. Descriptive statistics were used to summarize the data. Differences in mean QWL scores before and after the transfer were analyzed using a paired t-test, while factors associated with QWL were identified using stepwise multiple regression analysis. Statistical significance was set at p-value < .05. The findings revealed as follows.
1. The overall quality of work life across all eight dimensions was at a high level (M = 3.93, SD = 0.62). The mean overall QWL score after the transfer was significantly higher than that before the transfer (t = 8.17, p-value < .001), with all eight dimensions demonstrating statistically significant improvements (p-value < .001).
2. Significant predictors of QWL following the transfer included administrative processes, support for pharmaceuticals and medical supplies, health information systems, healthcare service delivery, and years of work experience. Together, these variables explained 63.5% of the variance in QWL (R² = 0.641, Adjusted R² = 0.635, p-value < .05).
This study demonstrates that the transfer of SHPHs to Provincial Administrative Organizations is associated with improvements in personnel’s quality of work life. Key determinants were management processes and service support systems. Therefore, administrators should continuously enhance management systems and resource support to promote work life quality and operational efficiency following the transfer.
