Management model of DenChai District Public Health Office in the situation of the Coronavirus Disease 2019 outbreak using the POLC management process

Abstract

This action research aimed to examine the implementation based on the administration model of the Den Chai District Public Health Office in the coronavirus disease 2019 (COVID-19) pandemic situation, using the POLC strategic management in the locality of Den Chai District, Phrae Province. The research process was divided into two phases: 1) preparation phase and 2) research implementation phase in four steps:  Plan, Act, Observe, and Reflect (PAOR). The POLC framework comprises planning, organizing, leading, and controlling.  Data collection was conducted using multiple methods; including, observation, interview, mind maps, recording, documental review, questionnaires, and meetings. The quantitative data were analyzed using descriptive statistics; percentage, mean, and standard deviation.  The qualitative data were analyzed using qualitative content analysis.

The results showed that Den Chai District propelled the COVID-19 vaccination under the administrative process implementation which varies between the contexts, resulting in the collaboration between relevant partner networks such as communities, local hospitals, and local government organizations.
