The Situation of Environmental Health Development in Hospital Using GREEN & CLEAN Hospital Criteria in Health Region 1: Fiscal Years 2017-2021

Abstract

The objectives of this research were to study the situation of environmental health development in hospitals according to the GREEN & CLEAN Hospital criteria and to study the problems and obstacles in the implementation of the Health Region 1. The study model was descriptive research. The target groups were 107 hospitals under the Ministry of Public Health in Health Region 1, 89 community hospitals (83.18 percent), 8 general hospitals (7.48 percent), 7 hospitals under the Department of Academic Affairs (6.54 percent), and Three central hospitals (2.8 percent). Collecting data using secondary data from the results of the environmental health development assessment in hospitals according to the GREEN & CLEAN Hospital criteria during the fiscal year 2017-2021 were used and the data from the government inspection report and the supervision of the year 2017-2020 were used. Data were analyzed using descriptive statistics. The results showed that from the fiscal year 2017 to the present (September 2021), hospitals under the Ministry of Public Health Passed the assessment at the basic level and the good level of 100 percent, 93.46% at the very good level, and the very good level, plus 70.09 percent. The criteria reached a very good level, plus 100% were Phrae Province and Lampang Province. When analyzing the data by provinces, it was found that some provinces were unable to drive past the very good target value. 90% were obtained from Phayao Province 85.71% and Nan Province 73.33%.

Problems and obstacles of operations found in hospitals in some provinces that have not yet been able to achieve the specified goals. This is because the hospital has the potential to drive development that varies according to the context of the area. Some places have insufficient manpower constraints. In some places, the support budget is not allocated enough for management. Some places have buildings that have limitations for improvement. And some have insufficiently effective internal communication to drive operations. As a result, upgrading the development of hospitals according to the GREEN & CLEAN Hospital criteria, many hospitals failed to meet the standards. Therefore, the relevant organization at the central, regional, and local levels should analyze the operating results factors affecting problems, and obstacles affecting the drive of GREEN & CLEAN Hospital to adjust the guidelines and exchange knowledge in working together. Emphasis on participation with community and local network partners has expanded the operating results to sub-district health-promoting hospitals and local administrative organizations. To enhance the operation of hospital development according to the GREEN & CLEAN Hospital criteria to have standardized environmental health management.
