The Development on Operation Process of GREEN and CLEAN Hospital in Phayao Province

Abstract

Since activities in hospitals have caused waste which affects environmental problems, then, environmental health development is extremely important. The use of CLEAN strategies and GREEN activities would enable effective environmental management. Therefore, this research aims to Enhance the operation process of GREEN and CLEAN Hospital in Phayao Province based on the quality management concept (PDCA) consisting of 4 steps: 1) Plan: analyze current situations, set goals, and plan for actions provincially; based on the concept of SIX Auditing Blocks (SAB) and Program Evaluation Review Technics (PERT). 2) Do: Implement the established plans together with the Organization Leadership Concept consisting of senior leaders, a mentor system, empowerment visits, exchange learnings, and integration of the cooperation within network partners. 3) Check: Evaluate the operation and its obstacles. 4) Act: Improvement: review and adjust working directions toward Continuous Quality Improvement: CQI. This research has conducted during the fiscal year 2019-2022. Information was collected from documentary review, group discussion, areas monitoring, and supervision. The study has done within 7 affiliated hospitals, quantitative data analysis by descriptive statistics compared to the target value, and Content Analysis was used to analyze the qualitative data.

The results were; 1) The outputs of working operation in the fiscal year 2022: the affiliated hospitals of Phayao Public Health Office have passed the assessment criteria of GREEN and CLEAN Hospital at an excellent level of 100% (target value is 60%) and achieve the target goals at rank 2nd of Area Health region 1  1. 2) Outcomes: 39 Tambon Health Promoting Hospitals have implemented GREEN and CLEAN Hospital since the fiscal year 2019, the occurrence of 35 Food safety networks, 3 non-affiliated hospitals participated in GREEN and CLEAN Hospital evaluation and one of these achieved the excellent level and is the only province in Area Health region 1 were expanding the operation to non-affiliated hospitals. Among these, one hospital was rewarded the first winner nationally for its best practices/innovations/research within the local area and another hospital was rewarded the second winner in Area Health region 1.

The factors of success in the Operation Process of GREEN and CLEAN Hospital in Phayao Province are derived from leading the organization by senior leaders; advisors; responsible personnel; and the integration of operations with network partners, which Enhance hospitals to become one good model in the community to benefit the environment and sustain health promotion for Phayao population.
