The Development on Operation Process of GREEN and CLEAN Hospital in Phayao Province

Abstract

Since activities in hospitals have caused wastes which affecting environmental problems, then, the environmental health development is extremely important. With the use of CLEAN strategies and GREEN activities will enable effective environmental management. Therefore, this research aims to improve the operation process of GREEN and CLEAN Hospital in Phayao Province on the basis of quality management concept (Deming Cycle : PDCA) consisting 4 steps : 1) planning: analyze current situations, set goals, and plan for actions provincially; based on the concept of SIX Auditing Blocks (SAB) and Program Evaluation Review Technics (PERT). 2) Implement the established plans together with Organization Leadership Concept consisted of senior leaders, mentor system, empowerment visits, exchange learnings and integrate the cooperation within network partners. 3) Evaluate the operation and its obstacles. 4) Improvement: review and adjust working directions towards Continuous Quality Improvement: CQI. This research has conducted during fiscal year 2019-2022. Information collected from documentary review, group discussion, areas monitoring and supervision. The study has done within 7 affiliated hospitals and Content Analysis was used.

The research resulted that 1) The outputs of working operation in fiscal year 2022: the affiliated hospitals of Phayao Public Health Office have passed the assessment criteria of GREEN and CLEAN Hospital at excellent level 100% (target value is 60%) and achieve the target goals at rank 2^nd of Health Region 1. 39 Tambon Health Promoting Hospitals have implemented GREEN and CLEAN Hospital since fiscal year 2019. 2) Outcomes: (1) the occurrence of 31 Food safety networks, (2) non-affiliated hospitals participated in GREEN and CLEAN Hospital evaluation and one of these achieved the excellent level, and is the only province in Health Region 1 where expanding the operation to non-affiliated hospitals. Among these, one hospital was rewarded the first winner nationally for its best practices / innovations / research within local area and another hospital was rewarded the second winner in Health Region 1.

Factor of success on the Operation Process of GREEN and CLEAN Hospital in Phayao Province derived from the cooperation of administrators, officers, and network partners at all levels which elevate hospitals to become one good model in community in order to benefit the environment and sustain health promotion for Phayao population.
