Analysis of Standard Datasets to Develop Health Information Exchange System in Family Medicine

Abstract
Objective: To analyze datasets and information systems for service operation and to propose standard datasets for family medicine services. Methods: The researchers conducted in-depth interviews with healthcare providers in Chiang Mai consisting of 12 of those from Suthep Subdistrict Municipal Public Health Service Center and 14 of those from Nakornping Hospital. Information collected was work processes, information systems, and all datasets used in family medicine. Subsequently, content analysis was used to identify standard datasets in service information systems. Finally, data triangulation was performed. Results: Family medicine in the study area used 6 information systems: JHCIS, SSB, LAB ONLINE, THAI COC, LTC NHSO, and 3C Department of Health. It was discovered that the names, data structures, and data records of each program were different. When compared to the Ministry of Public Health's information standard structure, there were 789 data in total from 52 files. After removing duplicate data with the same meaning from each file, it was discovered that there were 398 remaining data. While considering data linkage in each program, 278 duplicate records with the same meaning were discovered in 2 programs, SSB and JHCIS (69.85%). At the same time, 107 data from a total of 398 (26.88%) were not required to be recorded in the Ministry's standard structure. Conclusion: Many of the datasets recorded in family medicine services within each program had the same meaning. Development of data linking system for family medicine services among service providers to reduce redundant work leading to seamless process would benefit healthcare providers by reducing wasted working time and benefit policy makers by decreasing data discrepancies.
