Evaluation of the NCD Delivery Project at Phan Hospital from the Perspective of Service Providers

Abstract

Objective: To assess the opinions of service providers towards the NCD delivery project at Phan Hospital using the CIPPIEST Model as a conceptual framework. Methods: The NCD delivery project or the project of Phan Hospital that delivered medicines to individual patient with non-communicable disease at their homes. Medications were first delivered to the sub-district health promoting hospital, and then public health volunteers in the area were contacted to deliver medications to each patient in their homes. This study was a cross-sectional descriptive research. A quantitative study employed a self-administered questionnaire to collect the data from 58 practitioners in Phan Hospital and 41 practitioners in sub-district health promoting hospitals. The qualitative study collected data by in-depth interviews with 16 practitioners in Phan Hospital, 7 practitioners in sub-district health promoting hospitals, and 7 public health volunteers. The data collected were opinions towards the project according to the eight domains in the CIPPIEST Model including context, input, process, product, impact, effectiveness, sustainability, and transportability. Results: The questionnaire survey found that average effectiveness score was the highest (3.92±0.79 out of 5), which corresponded to the results from in-depth interview on the views that this project was a good project, very beneficial to patients and very responsive to the needs of patients. While the process domain had the lowest average score (3.31±0.84 out of 5), which was consistent with the findings from in-depth interviews on the opinions that the process should be improved to be more concise and clear. The main problem in the process was that patients did not receive the drugs. Therefore, lessons on the problems should be learned and resolutions should be established with the participation from stakeholders. Conclusion: The service providers strongly agreed that NCD delivery was a very beneficial project and met the needs of the patients very well. However, there was a need for improvement in process domain for greater clarity.
