การพัฒนาเว็บแอปพลิเคชันเพื่อการจัดประเภทผลิตภัณฑ์สุขภาพ

บทคัดย่อ
วัตถุประสงค์: เพื่อพัฒนาเว็บแอปพลิเคชันสำหรับการจัดประเภทผลิตภัณฑ์สุขภาพที่อยู่ในการกำกับของสำนักงานคณะกรรมการอาหารและยา (อย.) โดยเป็นเครื่องมือสนับสนุนการตัดสินใจที่ช่วยให้ผู้ประกอบการและนักวิจัยสามารถจัดประเภทผลิตภัณฑ์ของตนและเตรียมการขึ้นทะเบียนได้ด้วยตนเอง วิธีการวิจัย: เว็บแอปพลิเคชันนี้พัฒนาโดยใช้แพลตฟอร์ม Google Apps Script (GAS) โดยมีส่วน rule-based system สำหรับจัดประเภทผลิตภัณฑ์ตามกฎหมายและตามแผนภูมิการจัดประเภทของ อย. นอกจากนี้ ยังมีส่วนให้คำแนะนำเบื้องต้นด้วย generative AI (artificial intelligence) ประเภท large language model (LLM) โดยใช้โมเดล gpt-5 จาก OpenAI ผ่าน API ผู้วิจัยประเมินประสิทธิภาพของระบบโดยเปรียบเทียบผลการจัดประเภทโดยใช้ rule-based system, generative AI และผู้เชี่ยวชาญจาก อย. 2 ท่าน ตลอดจนประเมินความพึงพอใจของผู้ใช้งาน 30 คนที่มารับบริการที่ศูนย์บริการผลิตภัณฑ์สุขภาพเบ็ดเสร็จของ อย. ผลการวิจัย:การจัดประเภทผลิตภัณฑ์โดย rule-based system และ generative AI มีความสอดคล้องกับผลการจัดประเภทของผู้เชี่ยวชาญ 2 ท่านในระดับสูงมาก (Fleiss’ Kappa = 0.862) และไม่มีความแตกต่างอย่างมีนัยสำคัญทางสถิติระหว่างผลการประเมินในแต่ละวิธี rule-based system ให้ผลสอดคล้องกับผู้เชี่ยวชาญในระดับสูงมาก (K = 0.918) ขณะที่ generative AI สอดคล้องในระดับดี (K = 0.751) และมี overall accuracy อยู่ที่ 0.933 สำหรับ rule-based system และ 0.800 สำหรับ generative AI ผู้เชี่ยวชาญจาก อย. ประเมินคุณภาพคำแนะนำจาก generative AI ด้วยคำถามที่พบบ่อย 5 ข้อ (ถามซ้ำ 3 รอบต่อข้อ) พบว่า คุณภาพโดยรวมอยู่ในระดับปานกลาง (3.20 จาก 5 คะแนนเต็ม) ความพึงพอใจของผู้ใช้งานเว็บแอปพลิเคชันอยู่ในระดับมากที่สุด (ค่าเฉลี่ย 4.38–4.47 จากคะแนนเต็ม 5) สรุป: เว็บแอปพลิเคชันที่พัฒนาขึ้นมีประสิทธิภาพในการเป็นเครื่องมือสนับสนุนการตัดสินใจเพื่อการจัดประเภทผลิตภัณฑ์ โดยสามารถช่วยเตรียมความพร้อมและเป็นแหล่งเรียนรู้เบื้องต้นสำหรับผู้ประกอบการหรือนักวิจัยในการเตรียมการขึ้นทะเบียนผลิตภัณฑ์สุขภาพได้ อย่างไรก็ตามควรใช้เว็บแอปพลิเคชันที่พัฒนาขึ้นร่วมกับข้อแนะนำจากผู้เชี่ยวชาญ
