บทคัดย่อ
วัตถุประสงค์: เพื่อสำรวจการขายยาผ่านทางเว็บไซตขายสินค้าซึ่งป็นที่นิยมของประเทศไทย วิธีการ: ผู้ศึกษาสืบค้นเว็บไซต์ขายสินค้าที่ได้รับความนิยม 10 อันดับแรกของไทยที่แสดงเป็นภาษาไทยหรือมีภาษาไทยประกอบ เพื่อตรวจสอบการโฆษณาขายยาตามพระราชบัญญัติยา พ.ศ. 2510 หลังจากนั้นผู้ศึกษาตรวจสอบยาที่จำหน่ายโดยใช้เลขทะเบียนยา ชื่อการค้า ชื่อสามัญ หรือข้อมูลอื่น ๆ ที่ปรากฎอยู่บนฉลากยาเพื่อตรวจสอบกลุ่มยา ประเภทยา และการขึ้นทะเบียนยาจากฐานข้อมูลผลิตภัณฑ์สุขภาพของสำนักงานคณะกรรมการอาหารและยา นอกจากนี้ ยังตรวจสอบความปลอดภัยของยาจากฐานข้อมูลระบบแจ้งเตือนภัยของกรมวิทยาศาสตร์การแพทย์ ผลการวิจัย: เว็บไซต์ขายสินค้าที่ศึกษา 7 ใน 10 เว็บไซต์มีการแสดงรายการยาเป็นสินค้าเพื่อจำหน่าย แต่ละเว็บไซต์มีการกำหนดนโยบายและข้อกำหนดในการแสดงรายการสินค้า การศึกษาพบการจำหน่ายยาที่ไม่ได้ขึ้นทะเบียนใน 3 เว็บไซต์ การจำหน่ายยาแผนปัจจุบัน 7 เว็บไซต์และยาแผนโบราณ 6 เว็บไซต์ หากจำแนกตามประเภทของยาตามกฎหมาย พบว่ามีการแสดงรายการยาควบคุมพิเศษใน 4 เว็บไซต์ ยาอันตราย 4 เว็บไซต์ และยาสามัญประจำบ้าน 7 เว็บไซต์ การศึกษาพบการจำหน่ายยา 278 รายการ เป็นยาอันตราย 39 รายการ (ร้อยละ 14.03) ยาควบคุมพิเศษ 2 รายการ (ร้อยละ 0.72) ยาสามัญประจำบ้าน 45 รายการ (ร้อยละ 16.19) และยาที่ไม่ใช่ยาอันตราย/ยาควบคุมพิเศษ/ยาสามัญประจำบ้าน จำนวน 192 รายการ (ร้อยละ 69.06) รายการยาที่จำหน่ายที่มีผลกระทบต่ออย่างมาก คือ กลุ่มยาปฏิชีวนะ เนื่องจากทำให้เกิดการใช้ยาไม่สมเหตุผลและปัญหาเชื้อดื้อยา นอกจากนี้พบว่ามีการแสดงรายการยาที่ปรากฏใน www.tumdee.org/alert ของกรมวิทยาศาสตร์การแพทย์ซึ่งเป็นยาที่มีรายงานความเสี่ยงต่อผู้บริโภคใน 6 เว็บไซต์ รวม 7 รายการ สรุป: เว็บไซต์ขายสินค้าซึ่งเป็นที่นิยมของประเทศไทยมีการโฆษณาหรือแสดงรายการยาเป็นสินค้าเพื่อจำหน่าย ซึ่งเป็นการกระทำที่ผิดกฎหมายและก่อความเสี่ยงต่อผู้บริโภค ดังนั้นควรมีการจัดการความเสี่ยงในทุกระดับ คือ ระดับต้นน้ำในส่วนของผู้ประกอบการและสำนักงานคณะกรรมการอาหารและยา ระดับกลางน้ำในส่วนของพนักงานเจ้าหน้าที่ในระดับภูมิภาค ตลอดจนระดับปลายน้ำในส่วนของผู้บริโภค
