Generative AI in Education: Opportunities, Risks and Governance Frameworks for Thai Higher Education Institutions

Higher education institutions are increasingly adopting Generative Artificial Intelligence (GenAI) in teaching, research, and academic services. However, its use raises concerns regarding academic integrity, algorithmic bias, personal data protection, and digital inequality, while governance approaches in Thai higher education remain unclear. This article synthesizes knowledge on the opportunities, risks, and governance of GenAI across the core missions of Thai higher education institutions through an analytical narrative review. The findings indicate that GenAI can enhance learning, research, academic services, digital cultural heritage preservation, and institutional management. At the same time, it poses risks related to academic integrity, algorithmic bias, cognitive skill decline, personal data protection, and unequal access to technology. The synthesis proposes a GenAI Governance Framework for Thai higher education institutions that integrates policy, institutional, and operational governance to balance innovation and risk management.
