Environmental Health Management Model in a Tourism City for a New Normal Lifestyles Under Covid-19 Situation: A Case Study of Hua Hin Municipality

Abstract

The COVID-19 outbreak is an important experience in developing tourism responses. Environmental health management is an important mechanism that drives the city to become a tourist destination that is flexible to deal with the new normal lifestyle. This study aims to develop a model for environmental health management in a tourism city to healthy tourism city in a new normal lifestyle. It consists of developing a management model for safe food, drinking water and environmental health management, which applies the concept of action research focusing on important tourism elements, including accommodation, food places (fresh markets, temporary markets, restaurants, and street foods), recreation places (massage/spa business, and beach), and public utility systems (drinking water machines and water supply systems), with Hua Hin Municipality as the study area from November 2021 to September 2022. The tools used in the research include the standards of new normal of healthy tourism city. The number of samples is set to be not less than half of the total number in each component. The methods of collecting data are self-assessment and field surveys in two periods as pre-operation and post-operation. The results found that the model for environmental health management in healthy tourism cities has 3 important elements that are the driving mechanism: 1) infrastructure management, 2) creating awareness and participation in environment and cleanliness, and 3) management and inspection of sanitation and hygiene of tourist elements. Hua Hin Municipality can develop environmental health management in a healthy tourism city according to the model at a good level. The environmental health management and health promotion factors were the factors with the lowest scores for accommodations, the personal hygiene factors of food handlers were the factors with the lowest scores in food establishments, the safety factor and sanitation factor were the factors with the lowest scores for massage/spa businesses and beaches, respectively while the cleanliness maintenance factor was the factor with the lowest score for drinking water machines.
