The developmental process of the Chiang Rai AIDS Database System

Abstract

The developmental process of the Chiang Rai AIDS Database System was initiated from the issues on the increasing number of HIV patients and the knowledge of people living with HIV. Based on the, it was found that they can access more health services. Therefore, the key issue is on the implementation of collecting data and information for planning, developing and monitoring at all hospitals. Currently, the Chiang Rai provincial health office has focused on the quality of information systems; especially with regards to the source of information, accuracy, reliability and real time. In the future if the Chiang Rai database system was to be solved it will demonstrate accuracy and reliability. Therefore, the Chiang Rai provincial health office should have an urgency to speed up the process for supporting the public policy that is in the same direction and with standard. The objectives were to create a database system and NAP_hosp  application development, which is to be used as a storage tool for the Aids situation database at all public hospitals of Chiang Rai; such as new HIV infections, all case of HIV infections, the situation of access to antiretroviral drugs, etc. Based on this system it can be expected that it will help in being a tool for effective analysis and planning for prevention and solving the Chiang Rai AIDS crisis. The target areas of this study were 17 general hospitals and community hospitals.

The developmental process of Chiang Rai AIDS Database System by the NAP_hosp program was developed from a database in order to compile the NAP database (National Aids Program) under the sponsorship from the National Health Security Office region 1. The data were presented as a summary descriptive information and graphs for the administrators and stakeholders, in order toanticipate for decision making on the provincial AIDS strategy implementation plans as a result to achieve the future goals. As the NAP data link the system database administrator retrieved the data from the NapDar database (NAPData.mdb) without saving more information.  This was due to the intention of reducing the burden of reporting and analyzing data; such as the HIV situation, the overview and services reports. It is an AIDS database system of Chiang Rai province.

The developmental process of the AIDS database system Chiang Rai province were as followed: 1) discussing with the director on the issue of development the AIDS database system Chiang Rai province 2) creating the Information Systems Committee and arranging a conference with the working group for discussion and developing the AIDS database system in the Chiang Rai province 3) setting up on the job training workshops for the confederate details of the program NAP_hosp 4) implementing the program in all level of the hospitals 5) conducting workshops that are related to exchanging knowledge as well as overcoming obstacles for developing an appropriate program.

The result of the developmental process of the Chiang Rai AIDS Database System found that it was able to be developed in all public hospitals (100 percent) in terms of AIDS database patients, and receiving antiretroviral therapy by using the NAP_hosp program. In addition, the results also indicated that the hospitals officers could apply their skills correctly, analyze district situation, share their experiences, and finding solutions to problem solving so that the program can be effectively improved upon. The developmental process of the Chiang Rai AIDS Database System by the Provincial Health Office was arranged as a program for collecting data as the center of the province.  Additionally, it is an extension for developing the NAP_hosp applications as a tool for analysis, and evaluation.  Moreover, the concept is expected to produce a database system that is accurate, timely and reliable. Furthermore, this program can be utilized for planning and strategic decision making for an effective service development system in the future.
