A Study of Job Performance Competencies of Authorized Officers under the Health Establishment Act B.E. 2559 (2016)

Abstract

The competencies of Audit Officers (ACs) are key to the successful enforcement of the Health Establishment Act B.E. 2559 (2016). These competencies comprise a combination of knowledge, skills, and attributes required for conducting certification audits. The objectives of the law’s enforcement are to protect consumer health and rights, ensure service satisfaction, and improve the quality of establishments to build confidence and competitive advantage.

The activities of health establishment auditors aim to achieve two main purposes: (1) to collect audit evidence, and (2) to approve audit criteria. Both require ACs to apply their knowledge, skills, and attributes in practice with high performance.

A desirable competency framework for ACs includes: (1) knowledge and understanding of establishment operations and law enforcement, (2) skills in planning and preparing for audits, (3) techniques and methods for conducting audits, (4) analysis and diagnosis for certification, and (5) attributes of transparency and integrity. This framework can serve as a tool for measuring and evaluating ACs’ competencies to enhance the efficiency and effectiveness of law enforcement.
