COVID–19 Outbreak: Guideline on Local Quarantine for both Inbound and Outbound Migrants from Epidemic Areas Using Hotel Isolation in Sadao District of Songkhla Province

Abstract

During the Coronavirus 2019 (COVID-19) outbreak, Inbound and Outbound migrants from high risk areas, namely patient under investigation (PUI), must all undergo testing for coronavirus, and then restrict in an appropriate quarantine place. Due to limited proper quarantine places in hospital, the government have to provide quarantine places such as school dormitories, military camps or hotels, in order to isolate people and restrict their movement. Therefore, this document aimed to inform both public health officers and hotel staff on how to setup and take care of quarantine persons.  

In order to setting up any isolation place for COVID-19 outside the hospital, there are 3   preparation aspects: appropriate area, competent staff and enough equipment. The suitable care processes include: 1) the PUI criteria for hotel isolation, 2) to designate a responsible person for the coordination process, 3) enough staff (doctor, nurse and hotel staff), 4) a proper medical record system, 5) a care process, 6) medical supply management between hospital and hotel, 7) emergency management, and 8) safety management for preventing spread of infection.In summary, hotel structure is suitable for separating people who were exposed to the disease. However, for being successful in hotel isolation, everybody have to cooperate.
