CAVE MODEL FOR THIRTEEN WILD BOARS MANAGEMENT

Abstract
Background On 23th June 2018, Chiang rai has a great disaster when thirteen wild boars academy were trapped inside Tham Luang-Khun Nam Nang Non Forest Park, Pong Pha District, Mae Sai District, Chiang Rai Province. There were many organizations working together to help them for a total period of 17 days, one case of death during the operation. From this situation, that should be developing guidelines and preparing the disaster management.
Objectives To study the situation and the participation process between network partner organization in the case of thirteen wild boars rescue operations and developed medical and public health disaster preparedness guidelines.
METHOD Research and Development (R&D) to investigation the secondary data from collected the report and After Action Review (AAR) on emergency response in medicine and public health cases of thirteen wild boars rescue operations. Then meeting between network partner organization to integrate operation models for preparing disasters in medical and public health. The qualitative data analyze by content analysis. Use questionnaires for evaluated knowledge of the role and management of medical and public health emergencies. The quantitative data analyze by descriptive statistics, mean and standard deviation.
Result Operating in thirteen wild boars rescue operations has a strong collaboration of many organizations. There are working associations between internal and external organization and many people to support the work voluntarily. This factor makes it a driving force for the operation of the Emergency Operation Center (EOC) to be successful. Results of assessment of knowledge of executives and workers found that have a moderate level (Mean = 76.99, SD =10.00, n = 52)
Conclusion and Discussions The findings were that the CAVE model resulted in the success of the thirteen wild boars rescue operations. The strengths of the network partners' involvement in supporting the 4M: Man, Money, Material (Equipment, Facility In the vehicle) and Management. There are volunteers both at Thai people and foreigner to provide assistance based on skills and abilities. A weakness of operation is communication due to the presence of multiple incident commanders causing confusion by the staff. There is a suggestion from the study is to take the model from the guideline development expand to other disaster management. Along with review of roles and planning preparation of structure flow up to date.
