THE DEVELOPING OF REFERAL AT THAI-LAO BORDER :A CASE STUDY FROM UBON RATCHATHANI AND CHAMPASACK LAO PDR

Abstract
Background
At present, there are many migrant workers living and working in Thailand. The trend is
increasing every year with 3 nationalities, namely Myanmar, Laos and Cambodia. In 2014, it was found that 11,035 migrant workers lived in Ubon Rathchathani, Legal 19,085 persons, general 1,036 persons 3,046 nationalities classified as follows: 1,732 Burmese citizens, 1,666 Lao people and 53 Cambodian. The referral system is not just forwarding emergency patients. But also includes the transmission of
patients with AIDS, tuberculosis and sexuality transitted diseases. In 2012, only 2,331 AIDS patients were able to have serviced and need to reduce problems in accessing services, therefore, there is an
agreement to develop the referral system together, focusing on development of referral systems.
Objective
To analyze and evaluate to prepare a plan to be ready for referral between Thailand and Laos and can be used to develop and apply to other events and situations.
Methods
Research and Development study by secondary data and primary data by lessons learned case study of referral system at Thai-Laos border from Ubon Ratchathni and Champasack in 2015, Guide book, Research and Theory with developing and assessments.
Results
The referral system development by developing a system model to be structured and easy to understand. The providers are able to operate in the same way. The system have tested in 3 areas
by setting up a pararellel city integrate with quality work until getting guidelines and manuals and
collaborating in contacts to forward data using line, watch app, mail and official letter that easy and convenitnt.
Conclusions and discussions
In conclusion, the management of referral patient in parallel cities with neighboring countries with integration into routine tasks. The pulling of network partners in public, Private sectors and
civil society Including the opportunities for develop their areas and expand networks. There are team buildings of an affiliate network to use the public health system for diplomacy. The conflicts will be
reduced with operate in neighboring countries. The network has created by cooperate between
Thai and Laos. Including the follow-up and evaluation activities at the same time.
