The research findings are as follows: The SHRD in this university mainly led by the President and HRM director and is assured the quality by the QA (Quality Assurance). Three components are required for the SHRD; people, money and time. The SHRD of the university puts its center on morality, knowledge and personnel’s health. The SHRD is done in three forms: training, development and education in order to provide the society with graduates who meet the society’s need. From research findings, it can be summed up into theoretical and practical implications for answer research question as follows: the SHRD process in universities should start with the Internal Environment Analysis, by using the concept of“8SR analysis” (Strategy, Skill, Style, Staff, System, Structure, Shared values, Student and Resource). Regarding the external environment analysis, PEST analysis (Politics, Economics, Sociology and Technology) should also be integrated. Subsequently, the university defines the vision, mission, and strategic plan. They are linked to Training and Development Process as well. As a result, the personnel have CCPR characteristics (Critical Mind, Creative Mind, Productive Mind and Responsible Mind).
