Abstract

This research is an action research to develop a model and strategy for public participation in the rehabilitation of drug addicts with psychiatric co-morbidities in Samut Prakan Province.Using a sample from the public sector in Mueang District. The research applied POSDCoRB management principles and collected qualitative data through focus group discussions. Participatory observation and formal and informal interviews. The research instruments included a focus group discussion guide, a field note form, a voice recorder, a questionnaire on community participation, and a satisfaction assessment form for the participation model. The reliability of the questionnaire and satisfaction assessment was analyzed to find the Cronbach's alpha coefficient of .85 and .81, respectively. Data were analyzed using descriptive statistics, including frequency, percentage, and mean.

The study results showed that; 1. The situation and context of public participation in the rehabilitation of drug addicts with comorbid mental illnesses in Mueang District, Samut Prakan Province is found to be  an area with rapid expansion of industrial factories,  resulting in dense migration of workers from both domestic and foreign countries into the community and the residential characteristics in the area are mostly flats, condominiums and rental houses, which are conducive to drug gangs and the spread of drugs. Lack of social connectivity among communities makes it difficult to control the problem, leading to a widespread spread of drugs, especially among youth and migrant workers. High population mobility creates gaps in the care and monitoring of people with drug problems.

2. The development model of public participation in the rehabilitation of drug addicts with comorbid mental illnesses in Samut Prakan Province consists of 7 steps as follows: 1) Planning 2) Organizing 3) Staffing 4) Directing 5) 6) Reporting 7) Budgeting

3. The results of the assessment of satisfaction and opinions in the public participation process were at a very high level (84.00% and 88.00%, respectively).

It is recommended that funds be established and community participation raised at the national level. By adjusting to suit the context of the area. To achieve sustainability in preventing and solving drug problems.
