Performance of Village Health Volunteers' Roles And Responsibilities After The Transfer of Subdistrict Health Promoting Hospitals to Provincial Administrative Organizations: A case study of Phitsanulok Province

Abstract
This research was a non-experimental and mixed methods study. employed both quantitative and qualitative approaches. The quantitative part looked at how the role of Village Health Volunteers (VHVs) changed before and after the Tambon Health Promoting Hospitals were given to the Phitsanulok Provincial Administrative Organization, and how personal factors, attitudes about the transfer, opinions on the organization’s operations, and performance after the transfer are connected. The sample group consisted of 365 village health volunteers.participants through questionnaires and analyzed using descriptive statistics, Chi-square tests, and correlation analysis at a significance level of .05. The qualitative part explored expectations from 14. Key informants were specifically selected. key informants through semi-structured interviews, with data analyzed using content analysis.
Results showed that 87.12% of participants were female with an average age of 51.22 years (±9.574) and average experience as VHVs of 14.49 years (±9.294). After the transfer, mean performance scores increased significantly (P<.001). The study found significant positive correlations between VHV role performance and three factors: duration of VHV experience, attitudes toward the transfer, and opinions on organizational work (p-value < 0.05). Most key informants thought that VHV performance did not change after the transfer and had expectations for VHVs in three main areas: 1) managing disease control efforts, 2) acting as connections between agencies and communities, and 3) strengthening their skills in public health. These findings can guide provincial administrative organizations, provincial health offices, and district health offices in developing monitoring frameworks to support VHV operations in alignment with these organizational changes.
Recommendations: There should be qualitative research on all dimensions that may be relevant to the work of village health volunteers to obtain detailed and relevant information for maximum benefit.
