บทคัดย่อ
การวิจัยแบบผสมผสานวิธีนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาการปฏิบัติงานตามบทบาทหน้าที่ของอาสาสมัครสาธารณสุขประจำหมู่บ้าน (อสม.) ในเขตรับผิดชอบ รพ.สต.ที่ถ่ายโอนไปสังกัดองค์การบริหารส่วนจังหวัดพิษณุโลก ก่อนและหลังการถ่ายโอน 2) ศึกษาปัจจัยที่มีความสัมพันธ์ต่อการปฏิบัติงานตามบทบาทหน้าที่ของ อสม. ภายหลัง รพ.สต. ถ่ายโอนไปสังกัดองค์การบริหารส่วนจังหวัดพิษณุโลก กลุ่มตัวอย่างคือ อสม.จำนวน 365 คน เก็บรวบรวมข้อมูลด้วยแบบสอบถามที่มีค่าความเชื่อมั่นระหว่าง .705 – .983 วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณนา สถิติไคสแควร์ วิเคราะห์สหสัมพันธ์ของเพียร์สัน และ 3) เพื่อศึกษาความคาดหวังของผู้มีส่วนเกี่ยวข้องกับการปฏิบัติงานตามบทบาทหน้าที่ของ อสม.ภายหลัง รพ.สต.ถ่ายโอนไปสังกัดองค์การบริหารส่วนจังหวัดพิษณุโลก เก็บรวบรวมข้อมูลด้วยแบบสัมภาษณ์กึ่งโครงสร้างกับผู้ให้ข้อมูลหลัก จำนวน 14 คน วิเคราะห์ข้อมูลด้วยการวิเคราะห์เชิงเนื้อหา
ผลการศึกษาพบว่า 1) ความสามารถในการปฏิบัติงานตามบทบาทหน้าที่ของกลุ่มตัวอย่างที่ทำได้มากที่สุด ได้แก่ การคัดกรองผู้ป่วยเบาหวาน ความดันโลหิตสูง (ร้อยละ 98.08) เมื่อเปรียบเทียบคะแนนการปฏิบัติงานตามบทบาทหน้าที่ก่อนและหลังการถ่ายโอน พบว่าการปฏิบัติงานตามบทบาทหน้าที่ของกลุ่มตัวอย่างมีความแตกต่างกันอย่างมีนัยสำคัญ (P<.001) 2) ระยะเวลาการเป็นอสม. (r = .142, P=.007) ทัศนคติของ อสม.ในเรื่องการถ่ายโอน รพ.สต (r = .222, P<.001) มีความสัมพันธ์เชิงบวกกับการปฏิบัติงานตามบทบาทหน้าที่ของ อสม. อย่างมีนัยสำคัญทางสถิติ 3) ความคาดหวังในการปฏิบัติงานของ อสม. หลังการถ่ายโอนพบ 3 ประเด็นหลัก คือ 1) การปฏิบัติงานด้านการควบคุมโรค 2) การเป็นผู้เชื่อมความสัมพันธ์ระหว่างหน่วยงานและชุมชน และ 3) การพัฒนาตนเองให้มีความเชี่ยวชาญในงานสาธารณสุข
ทั้งนี้หน่วยงานที่เกี่ยวข้อง ทั้งส่วนขององค์การบริหารส่วนจังหวัด และกระทรวงสาธารณสุข สามารถนำผลการศึกษาไปเป็นแนวทางในการพัฒนาเพื่อส่งเสริมสนับสนุนการปฏิบัติงานของ อสม. รวมทั้งการกำกับ ติดตามและนิเทศการปฏิบัติงานของอสม. เพื่อให้สอดคล้องกับการเปลี่ยนแปลงที่เกิดขึ้นต่อไป
