Analysis of a Hospital Drug Management System for the Implementation of Telepharmacy

This qualitative study aimed to analyze the drug management systems in Thai hospitals for telepharmacy implementation in Thailand. This study composed of two steps: 1) the literatures review of the drug management system, law and practice in telepharmacy service in Thailand and other countries, and 2) indept interview was performed for 13 experts from various stakeholder organizations using the semi-structured questionnaire. The verbatim transcribing was analyzed by content analysis method.
The models of telepharmacy, those were synthesized by literature reviews in the 1st step, and were used for the in-depth interview in the 2nd step in order to study the appropriate model of Thailand. This study found that most of the experts believed that telepharmacy could support each step of drug management system in hospitals, particularly in the step of dispensing and monitoring. However, there were some concerns and comments regarding telepharmacy policy implementation in Thailand including pharmacist and patient identification system, personal data protection, as well as drug delivery system.
The policy recommendations from this study were: 1) telepharmacy practice guidelines should be endorsed by corporation between the Pharmacy Council and the other stakeholders, 2) the guidelines should be consistency with other remote clinical services, and 3) the Ministry of Public Health should improve technology skills for patients. The Pharmacy Council should setup a hospital drug management system for the implementation of telepharmacy concerning with technology, personnel, facility, and quality assurance.
