Situation Process of Oral Health Promotion and Prevention Service in Pregnant Woman and School-aged Children under Fee Schedule Policy in Health Region 1

Abstract

         This descriptive study with mixed method research has the purpose to study situation process, problems and suggestions of Oral Health Promotion and Prevention Service in Pregnant Woman and School-aged Children under Fee Schedule Policy in Health Region 1. Samples of the quantitative study were 325 dental personnel workers in the service unit used to collect data with the google form questionnaires and samples of the qualitative study were 8 dental personnel responsible in the Provincial Public Health used the semi-structure interview with depth interview. Data analysis with the descriptive statistic use number, percentage, means and standard deviations. Interview interpreted with content analysis.

         The quantitative results of situation process have the high rating scale opinions are beneficial project, easily use of 43 files reporting, clarifying policy and suitable compensation. And other issues have moderate rating scale opinions. The three important problems are the information system, manpower, reimbursement and other problem is outbreak of Covid-19. The results of depth interview input issue have the good project to increase the access service, improved service compensation, different policy relay, suitable service recipient target, insufficient dental assistance, affordable material management. Process issue data recording use e-claim and 43 files system, verifying service reimbursement but delayed reimbursement system. Output issue have three topics about situation process found inadequate publicity, service recipients didn’t realize importance of service and have free service fees makes lower results. Obstacle have multilevel and unclear policy, inappropriate result goals, good recording system but delayed and unclear disbursement system. Suggestion issue have thoroughly broadcast policy, clarify content and guideline, appropriate results goals, adjust suitable management format, information system and data processing system training.

       In this study the suggestion that health promotion project must have clarify policy, comprehensively coverage policy relay, suitable support system and the most importance is the best benefit for service recipients.
