Participation of Local or Regional Health Assurance Funds in Improving Quality of Life of People in Phaya Mengrai District, ChiangRai Province

This descriptive research, employing mixed method, aimed to study participation and factors related to the participation in people’s quality of life development supported by funding for local or regional assurance Phaya Mengrai District, Chiang Rai Province. The research population target was local or regional health assurance fund service committees which were six funds with 91people. Questionnaires related to personal factors, fund management and participation of the fund to development of people's quality of life were used for quantitative-data collection. The qualitative data were collected by focus groups with semi-structured interview guidelines and in-depth interviews on funds estimation and funds management. The reliabilities for the data are 0.78 and 0.82, respectively. The quantitative data were analyzed by descriptive statistics and the qualitative data were analyzed by content analysis.
The results showed that the involvement in the fund in terms of an operation and administration to develop people’s quality of life were at high levels with the mean of 3.79 and 3.54, respectively. 61.5% of participants indicated that the assurance fund have helped to develop people’s quality of life and 59.3% indicated that people have gained benefits from the fund at a high level. The problems and obstacles on the fund administration towards the development of people’s quality of life in the area consisted of three issues: 1) lack of knowledge and skills to administrate the project, less cooperation, have no fund manager, and less understanding of the fund regulations. 2) limitations of the regulation to support the fund to develop people’s quality of life; and 3) no structure of the national health assurance office at a local level.
The information of this study would be used to be a guideline for developing the integrative cooperative between the local health assurance funds and the district health board to appropriately promote quality of life of the people in the locality.
