Factors contributing to the success of implementation according to Occupational and Environmental Diseases Control Act, B.E. 2562 (2019): A case study of Office of Disease Prevention and Control, Region 10

Abstract

Occupational and Environmental Diseases Control Act, B.E. 2562 (2019) (OEDC) was in the initial phase to accelerated the province to appointing of Provincial Occupational and Environmental Diseases Control Committee (POEDC). This qualitative study aimed to review the legal provisions related to the appointment of POEDC, study the performance for appointing the committee and analyze success factors and barriers to implementing this act. The data were collected from related documents, supervision and in-depth interview with 10 purposive sampling of key informants in Office of Disease Prevention and Control, Region 10 (ODPC). Data was analyzed using content analysis. The results found that five provinces in ODPC10 area has been appointed the POEDC completed. Success factors for operations include 1) legal factor that specify a clear time frame, 2) policies factor include setting Performance Agreement (PA) indicators at Ministry of Public Health and Department of Disease Control level, 3) supported from the Department of Disease Control and ODPC, and 4) the roles and responsibilities of the provincial governor and POEDC secretary inside a province, and appointment of clearly responsible persons. Problems and obstacles in the operation was the budget that support from the Ministry of Public Health does not specify activities clearly. Therefore, budget and activities should be clearly defined and notify more quickly. ODPC will need to provide necessary support, and continuously monitor the work using mechanism of the POED to driving the occupational and environmental diseases prevention and control through the mechanism of this committee.
