Learning process for improving the performance of local health security fund committee in Nakhon Pathom Province

The purpose of this research was to develop and evaluate the effectiveness of the learning process and to promote the operations of the Health Security Fund Committee at the local level in Nakhon Pathom Province. The research is divided into 2 phases: the development of the learning process to improve the performance of the health insurance fund committee at the local level. The target group is a 345 fund committee and 9 experts. Data were collected using questionnaires. The second phase of the research was to assess the effectiveness of the learning process. The sample group consisted of 52 fund committee, selected from the selection criteria. Data were collected using questionnaires. The results of the study revealed that 1) the learning process for improving the performance of the health insurance fund committee at the local level consisted of analysis of operational problems, potential development, supervision, monitoring, evaluation, summary, lessons learned and public relations resulting in the fund committee having knowledge of fund management skills and increased participation in fund operations. 2) After the development, it was found that the Fund Committee had more knowledge of fund operations than before development (p<0.001), with an increase of 5.21 points (95% CI; 4.45, 5.90) Fund performance skills score increased more than before development (p<0.001), with 1.92 points (95% CI; 1.77, 2.06). Fund management scores increased more than before development (p < 0.001), with 1.72 points (95% CI; 1.37, 206) and participation scores higher than before development (p <0.001) with 2.16 points (95% CI; 1.93, 2.38). Potential development of the Fund's board by using the learning process through analysis of operational problems, potential development, supervision, monitoring, evaluation, summary, lessons learned and public relations resulting in the fund committee having knowledge of fund management skills and increased participation in fund operations.
