Abstract

          จากกรณีทีมฟุตบอลและโค้ชหมูป่าอะคาเดมีทั้ง 13 ชีวิต ติดในวนอุทยานถ้ำหลวงขุนน้ำนางนอน อำเภอแม่สาย จังหวัดเชียงราย ระหว่างวันที่ 23 มิถุนายน ถึงวันที่ 10 กรกฎาคม พ.ศ. 2561 นั้น ปฏิเสธไม่ได้เลยว่าสังคมไทยไม่มีใครที่ไม่ทราบข่าวและไม่พูดถึง การถอดบทเรียนหลังเกิดเหตุการณ์นี้อย่างครอบคลุมและรอบด้านเพื่อเรียนรู้การจัดการกับภัยพิบัติและภาวะวิกฤติ จะเกิดยังประโยชน์อย่างมากสำหรับการเรียนรู้ในสังคมไทย ไม่จำกัดเฉพาะเหตุการณ์นี้เท่านั้น แต่สามารถนำบทเรียนที่ได้นี้ไปใช้ในภาวะวิกฤตอื่นในอนาคตต่อไป

          1. หลักการดูแลผู้ประสบภัยภายหลังเหตุการณ์

                   แนวคิดสำคัญมาจากบทความเรื่อง five essential elements of immediate and mid-term mass trauma intervention: empirical evidence โดย Hopfoll และคณะ1  ซึ่งได้ทบทวนหลักฐานเชิงประจักษ์และรวบรวมความคิดเห็นของนักวิชาการสำคัญ ๆ ทั่วโลกที่มีประสบการณ์ในการจัดการกับปัญหาสุขภาพจิตและจิตเวชภายหลังภัยพิบัติ โดยเฉพาะภาวะซึมเศร้า โรคเครียดภายหลังภยันตราย (post- traumatic stress disorder; PTSD) การฆ่าตัวตาย การใช้สารเสพติด และการใช้ความรุนแรง บทความนี้ทำให้เกิดการเปลี่ยนแปลงอย่างกว้างขวางจากแนวคิดเดิมที่มุ่งเน้นการมองปัญหาสุขภาพจิตเป็นรายบุคคลและให้การช่วยเหลือที่เน้นการบำบัด มาเป็นมุ่งเน้นที่พลังทางสังคมของผู้รอดชีวิต โดยมีหลักการสำคัญ 5 ประการ คือ ความสงบ ความรู้สึกปลอดภัย ไม่สิ้นหวัง (ความหวัง) รวมพลังกันไว้ (ความผูกพันในครอบครัวและชุมชน) ยืนหยัดได้ด้วยตนเองและชุมชน (การมีส่วนร่วมในการจัดการปัญหาร่วมกัน)
