The Development of a Care Model for Dependent Elderly through Community Participation in Nuea Sub-District, Mueang District, Kalasin Province

This action research aimed to study the situation in caring for dependent elderly, develop a care model, and evaluate a care model for dependent elderly through community participation in Nuea Sub-district, Muang District, Kalasin Province. The research was divided into 3 phases: Phase 1 studied the situation in caring for dependent elderly; Phase 2 developed the model; and Phase 3 evaluated the developed model. The target groups were 34 stakeholders involved in model development and 69 dependent elderly. Quantitative data were collected using questionnaires and data recording forms, while qualitative data were collected through in-depth interviews and focus group discussions. Quantitative data were analyzed using descriptive statistics, and qualitative data were analyzed through content analysis.
The results revealed that the situation in caring for the dependent elderly included lack of materials and equipment such as adult diapers, elderly people in poverty, insufficient interprofessional teams, elderly people with chronic diseases and anxiety, non-compliance with recommendations, and inappropriate living environments. The developed model consisted of 8 aspects: 1) Management by local government organizations through LTC fund; 2) Interprofessional team outreach services; 3) Elderly Quality of Life Development and Rehabilitation Center as coordination hub; 4) Individual Care plan services; 5) Social support through adult diaper project; 6) Application of local cultural dimensions through Merit Road project; 7) Public sector support; and 8) Community participation and other network organizations. Evaluation of the dependent elderly care model through community participation showed that the LTC system management scored 92 out of 100 points.
