The PEN-3 Model: Application for Health Behavior Development Planning

Introduction: The development of the public’s health behavior for better well-being requires planning and designing health promotion programs that align with the context of the target group, society, and culture to achieve the highest effectiveness.
Objective: To present the concept and application of the PEN-3 Model in planning and designing programs for the development of public health behaviors.
Key issues: Planning and designing programs according to the PEN-3 Model must consider the English initials P-E-N in three dimensions. The steps are as follows: 1. Study the first dimension, which is the nature of the problem (P: Person, E: Extended family, N: Neighborhood). 2. Study the second dimension, which is the cause of the problem (P: Perceptions (issues from individual factors), E: Enablers (issues from supporting factors), N: Nurses (issues from additional personal factors)). 3. Study the third dimension, which is the cultural aspect (P: Positive (supportive societal culture), E: Existential (current societal culture), N: Negative (obstructive and problematic societal culture)). Once information from all three dimensions is gathered, it can be used in planning and designing health promotion programs to guide the target group towards the desired health behaviors and, subsequently, better well-being.
Conclusion: The PEN-3 Model can be applied in planning and designing to ensure that the program aligns with the context of the target group, the problem conditions, and the sociocultural environment, aiming to achieve the utmost effectiveness.
Implications: Health promoters can utilize the proposed guidelines to plan and design health promotion programs for the public.
