บทคัดย่อ

บทนำ: การพัฒนาเด็กปฐมวัยเป็นรากฐานสำคัญที่มีผลต่อคุณภาพของคนตลอดชีวิตและเป็นการลงทุนที่คุ้มค่าที่สุดในการพัฒนาทรัพยากรมนุษย์ของประเทศ

วัตถุประสงค์การวิจัย: เพื่อพัฒนายุทธศาสตร์การบูรณาการงานพัฒนาเด็กปฐมวัยจังหวัดเลย ตามมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติ

ระเบียบวิธีวิจัย: เป็นการวิจัยและพัฒนา กลุ่มเป้าหมาย คือ คณะอนุกรรมการส่งเสริมการพัฒนาเด็กปฐมวัยระดับจังหวัด ผู้รับผิดชอบงานเด็กปฐมวัยจากทุกกระทรวงที่เกี่ยวข้อง ครู/พี่เลี้ยง สถานพัฒนาเด็กปฐมวัยในจังหวัดเลย ใช้การศึกษาเชิงวิเคราะห์เอกสาร การสัมภาษณ์เชิงลึก การประชุมระดมความคิดเห็น และการประเมินยุทธศาสตร์ตามแนวคิด CIPP Model การประเมินความเป็นไปได้ของยุทธศาสตร์ การประเมินความพึงพอใจ และการประเมินมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติ วิเคราะห์ข้อมูลโดยการวิเคราะห์เนื้อหา และวิเคราะห์ด้วยสถิติเชิงบรรยาย ร้อยละ ความถี่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย: พบว่า จังหวัดเลยมีปัญหาด้านการบูรณาการความร่วมมือที่ยังไม่เป็นรูปธรรมและต่อเนื่องของ 4 กระทรวงหลัก และไม่มียุทธศาสตร์การบูรณาการงานพัฒนาเด็กปฐมวัยตามมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติ ผลการพัฒนายุทธศาสตร์ 4 ประเด็นยุทธศาสตร์ ดังนี้ 1) การพัฒนาสถานพัฒนาเด็กปฐมวัยจังหวัดเลย เสมือนบ้านหลังที่สอง น่าอยู่ น่าเรียน ให้มีคุณภาพตามเกณฑ์มาตรฐาน 2) การพัฒนาครู/ผู้ดูแลเด็ก ให้มีศักยภาพในการดูแล จัดประสบการณ์การเรียนรู้ และการเล่นเพื่อพัฒนาเด็กปฐมวัย 3) การพัฒนาเด็กปฐมวัยให้มีการเจริญเติบโตและพัฒนาการสมวัย และ 4) การพัฒนาภาคีเครือข่ายให้มีส่วนร่วมในการพัฒนาเด็กปฐมวัย ผลการประเมินยุทธศาสตร์มีความเป็นไปได้ระดับมากถึงมากที่สุดทุกประเด็น มีระดับความพึงพอใจมากที่สุดทุกประเด็น กิจกรรมโครงการมีเป้าหมายและวัตถุประสงค์สอดคล้องกับการแก้ปัญหา และภารกิจของ 4 กระทรวงหลัก สถานพัฒนาเด็กปฐมวัยต้นแบบมีคุณภาพระดับดีมาก 9 แห่ง ระดับดี 5 แห่ง จากทั้งหมด 14 แห่ง

สรุปผล: ยุทธศาสตร์การบูรณาการงานพัฒนาเด็กปฐมวัย จังหวัดเลย ตามมาตรฐานสถานพัฒนาเด็กปฐมวัยแห่งชาติ มีความเป็นไปได้และเป็นประโยชน์ในการพัฒนาเด็กปฐมวัยจังหวัดเลย

ข้อเสนอแนะ: คณะอนุกรรมการส่งเสริมการพัฒนาเด็กปฐมวัยระดับจังหวัด ควรกำหนดการขับเคลื่อนการพัฒนาเด็กปฐมวัย เป็นวาระการพัฒนาของจังหวัด ภายใต้กรอบการบูรณาการความร่วมมือกลุ่มเด็กปฐมวัย 4 กระทรวงหลัก และนำยุทธศาสตร์ที่ได้จากการศึกษาครั้งนี้ ไปใช้เป็นแนวทางในการขับเคลื่อนการพัฒนาเด็กปฐมวัยระดับจังหวัด ให้เป็นรูปธรรม
