Strategies for Integrating Early Childhood Development in Loei Province According to National Standard for Early Childhood Care.

Introduction: Early childhood development is a cornerstone which affects quality of people throughout their lives and it is the most cost-effective investment in human resource development in the country.
Research objectives: To develop strategies for integrating early childhood development in Loei province according to the National Standard for Early Childhood Care.
Research methodology: This study was a research and development. Target group consisted of a sub-committee for the promotion of early childhood development at the provincial level, persons responsible for early childhood from all relevant ministries, permanent secretary / head of educational division, local administration organization, teachers from early childhood development centers in Loei province. Data were collected using documented analytical studies, in-depth interview, brainstorming meetings, strategy assessment based on the CIPP Model, the strategy feasibility assessment, satisfaction assessment, and the National Early Childhood Development Center Standards Assessment. Data were analyzed using content analysis, and descriptive statistics, including percentage, frequency, mean, and standard deviation.
Results: Results showed that Loei Province had problems regarding lack of integration of continued and concreted cooperation among the 4 main ministries. Also, there was no strategy for integrating early childhood development according to the standards of the National Early Childhood Development Center. According to such standards, results of the development of early childhood development strategies consisted of 4 strategic issues as follows: 1) Development of Early Childhood Development Centers to be as a second home, nice to live, and nice to study to meet quality standards; 2) Teacher/child care worker development was essential for providing effective care, organizing learning experiences and playing for early childhood development, 3) Developing early childhood children for proper growth and development,and 4) Developing network partners to participate in early childhood development. Results of strategic assessment showed that there were high to the highest likelihood on all issues. Also, level of satisfaction were at the most satisfied level in every aspect. Project activities had goals and objectives relevant to the solutions and missions of the 4 main ministries. Regarding the quality of model early childhood development centers, 9 out of 14 centers were reported at a very good level, and 5 were reported at a good level.
Conclusions: According to the National Standard for Early Childhood Care, strategies for integrating early childhood development in Loei province are possible and useful to development of early childhood in Loei province.
Implications: Subcommittee on the Promotion of Early Childhood Development at Provincial Level should determine and drive the early childhood development to be in the provincial development agenda under the framework of the integration of early childhood using the cooperation with 4 main ministries. The strategies derived from this study should be used as a guideline to concretely drive early childhood development at the provincial level.
