บทคัดย่อ
การพัฒนากำลังคนคุณภาพทางการพยาบาล เป็นโครงการที่พัฒนาโดยกองการพยาบาล สำนักงานปลัดกระทรวงสาธารณสุข มีวัตถุประสงค์ เพื่อพัฒนาและประเมินประสิทธิผลหลักสูตรการพัฒนากำลังคนคุณภาพทางการพยาบาล โดยดำเนินการ เป็น 3 ระยะ ดังนี้ (1) พัฒนาหลักสูตรการพัฒนากำลังคนคุณภาพทางการพยาบาล (2) นำหลักสูตรการพัฒนากำลังคนคุณภาพทางการพยาบาลสู่การปฏิบัติ (3) ประเมินประสิทธิผลหลักสูตรการพัฒนากำลังคนคุณภาพทางการพยาบาล กลุ่มเป้าหมายในการทดลองใช้หลักสูตร คือ พยาบาลวิชาชีพที่เป็นข้าราชการในสังกัดกระทรวงสาธารณสุข 60 คน คัดเลือกแบบเจาะจงตามคุณสมบัติที่กำหนด
ผลการดำเนินการ พบว่า หลักสูตร ประกอบด้วย (1) เป้าหมายและวัตถุประสงค์ของหลักสูตร (2) ขอบเขตเนื้อหาสาระ ซึ่งมี 6 หมวด ดังนี้ หมวดคุณภาพการพยาบาล หมวดกลยุทธ์และการวางแผน หมวดการสร้างคุณค่าบริการพยาบาล หมวดภาวะผู้นำ หมวดกฎหมาย จริยธรรม และจรรยาบรรณวิชาชีพ และหมวดการพัฒนาวิชาการ นวตกรรม และวิจัย (3) การจัดประสบการณ์การเรียนรู้ และ (4) การวัดและประเมินผล การติดตามประเมินผล หลังสิ้นสุดการฝึกอบรมทันที พบว่า พยาบาลผู้ผ่านการอบรม ร้อยละ 91.67 มีความรู้ความเข้าใจในเนื้อหาหลักสูตรเพิ่มขึ้น คะแนนเฉลี่ยความพึงพอใจต่อหลักสูตรและกิจกรรมการฝึกอบรมในภาพรวม อยู่ที่ 9.42 (จากคะแนน 1-10) มีสมรรถนะเพิ่มขึ้นทั้ง 6 ด้าน สมรรถนะที่เพิ่มขึ้นและมีผลการดำเนินงานเป็นที่ประจักษ์ ได้แก่ ด้านการสร้างคุณค่าบริการพยาบาล และด้านคุณภาพการพยาบาล การติดตามประสิทธิผลเมื่อสิ้นสุดการฝึกอบรม 1 ปี มีผู้ให้ข้อมูล ร้อยละ 56.67 ผู้ผ่านการอบรมร้อยละ 1.67 สามารถเข้าสู่ระบบข้าราชการผู้มีผลสัมฤทธิ์สูงได้ ร้อยละ 36.67 สามารถพัฒนาเป็นนักวิจัยที่มีคุณภาพได้ และ ร้อยละ 48.33 สามารถพัฒนาเป็นวิทยากร/ ครูพี่เลี้ยงให้กับพยาบาลอื่นได้ ดังนั้น หลักสูตรการพัฒนากำลังคนคุณภาพทางการพยาบาล จึงเป็นหลักสูตรที่ผู้บริหารทางการพยาบาลในเขตสุขภาพ และในจังหวัด สามารถใช้ในการสนับสนุนพยาบาลวิชาชีพได้เพิ่มพูนสมรรถนะ และสร้างสรรค์งานที่มีคุณค่าผ่านการบริการพยาบาลสู่ผู้ป่วยและประชาชน
