          High potential nursing workforce development is the human capacity building project hosted by the Division of Nursing, Office of the Permanent Secretary, Ministry of Public Health, aimed to develop and evaluate the effectiveness of the high potential nursing workforce development curriculum. The project was divided into 3 phases: (1) curriculum development, (2) curriculum implementation, and (3) evaluation of curriculum effectiveness. The target group for testing the curriculum was 60 professional nurses working in the Ministry of Public Health, that purposive selected according to the specified criteria.


                The result revealed that the curriculum consisted of: (1) setting goals and objectives, (2) scope and content in which comprised of 6 modules: nursing quality development, strategy and planning, value-added nursing service, leadership, law regulation and ethic, and innovation and research development, (3) selecting learning experiences, (4) measurement and evaluation. Monitoring after ending the training revealed that 91.67 % of the trainees had increased of knowledge and understanding, the average satisfaction score was 9.42 (from range 1-10), and had increased of competency in all the 6 aspects. The outstanding increased competencies consisted of value-added nursing service and nursing quality.  After one year followed up, there was 56.67% of trainees provided information, 1.67% was able to enter the high-performing civil service system, 36.67% were able to become quality researchers, and 48.33% were able to be lecturers/ mentors for the other nurses. Therefore, this high potential nursing workforce development curriculum is suitable for the regional and provincial nurse- administrators using to support the registered nurses to build their competencies and to create value-added nursing services for the patients and people.
