A Model for Encouraging the Competencies Needed in the 21st Century to the Performance of Human Resources Personnel of College Affiliated to the Praboromarajchanok Institute

Abstract

The purpose of this Research and Development were to 1) study the conditions and needs of encouraging competencies needed in the 21st century to the performance of human resources personnel of college affiliated to the Praboromarajchanok Institute 2) design and develop the model of encouraging competencies needed in the 21st century to the human resources personnel of college affiliated to Praboromarajchanok Institute. 3) evaluate the effectiveness of performance practiced from the Model of encouraging competencies needed in the 21st century of the human resources personnel of college affiliated to Praboromarajchanok Institute. The samples in this study were purposive selected 106 staffs from personnel and stakeholders involved in Human resource management from 41 colleges affiliated to the Praboromarajchanok Institute. The instruments using in this study were questionnaires for attitude test, pre-posttest, satisfaction test, behavior evaluation test, data from superior interview, activities management manual and model of competencies encourage needed in the 21st century. The data were statistics analysis mean, standard deviation (S.D.), content analysis and dependent t-test.

The research results were: 1) Problems and Needs condition of competencies encourage needed in the 21st century to the performance of human resources personnel of college affiliated to Praboromarajchanok Institute were as follows: human relations performance (Mean = 4.02, S.D. = 0.83) and the need for enhancing personal competency were at a high level (Mean = 4.19, S.D. = 1.03), creativity (Mean = 3.65, S.D. = 0.80) and the overall mean of the need for creative competency were at a high level (Mean = 4.17, S.D. = 0.89), self-directed learning (Mean = 3.54, S.D. = 0.86) and the overall mean of the need to promote self-directed learning competency were at a high level (Mean = 4.08, S.D. = 0.91), the analytical thinking for problem solving (Mean = 3.49, S.D. = 0.80) was at the moderate level but the overall mean of the need to promote analytical thinking for problem solving was at a high level (Mean = 4.12, S.D. = 0.91). The issue problems found in the information synthesis classification were 1) the readiness of the organization, the readiness of personnel and learning skills 2) design and develop the model of encouraging competencies needed in the 21st century to the human resources personnel of college affiliated to Praboromarajchanok Institute which were consisted of (1) concept (2) principles (3) goals (4) content of learning (having human relations with performance, self-directed learning, analytical thinking to solve problems and creativity) (5) process of competency promotion (6) learning method, the use of materials and learning resources (7) period of time operation and (8) evaluation measurement. 3) evaluate the effectiveness of performance practiced from the Model of Encouraging Competencies needed in the 21st century of the human resources personnel of college affiliated to Praboromarajchanok Institute, the result found that the effectiveness of performances after activities practicing were higher than before a model of encouraging was implemented with the level of statistical significance at .05, dependent t-test = 9.059 and the efficient index of process (E1/E2) = 83/90.17 respectively.

While data from superior interviews appeared that the participants who joined the model of encouraging competencies needed in the 21st century practicing activities had improved their performance in human relations, self-directed learning, the analytical thinking for problem solving and higher creativity which could be well applied to their duties. The result of interviews could be concluded as suggestions to the human resources personnel of college affiliated to Praboromarajchanok Institutes for enhancing the supports to sustain the activities system from the Model of Encouraging Competencies needed in the 21st century to have the performance of human resources personnel a clearly developed and evaluated by integrating the competencies needed with the digital media seriously and continuously.
