ABSTRACT
The change of status from Thai Red Cross College of Nursing to Srisavarindhira Thai Red Cross Institute of Nursing primarily aims to increase the capacity of nursing personnel, to be more flexible of academic administration, and to launch graduate nursing programs. The process of drafting the Srisavarindhira Thai Red Cross Institute of Nursing Act of 2016, includes three phases; 1) phase of preparing information and consulting with relevant organizations to study the feasibility, 2) phase of drafting the Act and proposed to relevant organizations, and 3) phase of meeting to clarify the draft of the Act to the Council of State, the Coordinating Committee of the National Legislative Assembly, the Extraordinary Commission, and the National Legislative Assembly. With the royal decree to enact the Srisavarindhira Thai Red Cross Institute of Nursing Act and published in the Government Gazette, Volume 133, Part 109a, dated 26th December B.E. 2559 (2016). There are 73 provisions. From the experience after implementing the Act in the past two years, there are many challenges which consist of 1) preparing the regulations, orders, and announcements, 2) adjusting the organizational structure and recruiting the personnel
to hold positions in accordance with higher education institutes, 3) adjusting the salary, compensation rates and benefits, 4) transferring academic positions of academic staffs,
5) increasing the production of nursing personnel to be more concrete than before, and 6) accelerating the production of proactive academic work. It can be suggested that 1) policy suggestion which is adjustment of the management model to be more flexible, and 2) management suggestions which are 2.1) pursuit of nurse educators in the shortage context, 2.2) development of academic potential, 2.3) cost-effective investment, and 2.4) systematic use of information technology will help increase the institution’s academic competitiveness in the future.
