Evaluation of the effectiveness of the training management system for business operators and food handlers according to the Ministry of Public Health Regulations on Food Sales Places, B.E. 2018

Abstract

This research study aims to evaluate the effectiveness of a training management system for business operators and food handlers according to the Ministry of Public Health Regulations on Food Sales Places, B.E. 2018 (Foodhandler system). It is a conceptual framework for research using Delone and McLean's information systems success model. The research was conducted in May - December 2024. Data were collected using questionnaires. The sample group consisted of training organizations that used the system. A total of 1,281 samples were randomly selected. Data were analyzed using descriptive statistics. The research results found that the majority of respondents were government training agency officials (99.84%), while the majority were subdistrict administrative organizations (39.58%). The results of the evaluation of the efficiency of the Foodhandler system with 6 success factors are as follows: The results of the evaluation are at a high level. The factor that has the greatest impact on the success of the system is the intention and usage of the system, which requires the users to have the intention to use the system continuously ( =4.00, S.D.=0.70). The next factor is the benefits received, in which users agreed that the system made the training process for business operators and food handlers more systematic ( =3.98, S.D.=0.73) system-based training allows for work to be performed anywhere, anytime ( =3.97, S.D.=0.73) and create a training database at the agency level and at the national level ( =3.95, S.D.=0.74). The results of the evaluation of the Foodhandler system show that it is an effective tool that can support the training of business operators and food handlers according to the Ministry of Public Health Regulations on Food Sales Places, B.E. 2018. Research suggestions to promote public relations to all relevant parties to use the system for example, the agency organizes training for local administrative organizations, business operators, food handlers, and the public to use and participate in the system, making the system more efficient.
