The purpose of this research was to develop the curriculum of the Elderly Care System Learning Center of a Local Administrative Organization using a participatory action research process based on the concept of Kemmis and McTaggart (Kemmis & McTaggart, 1988). There were 40 key informants, including the executives of the Local Administrative Organization, the leaders of the local organizations, the community leaders, the health personnel of the Sub-district Health Promoting Hospital, the public health volunteers, the elderly care volunteers, the elderly, and the elderly’s caregivers. Data were collected by observations, in-depth interviews and document analysis and analyzed by content analysis. The trustworthiness of the data was checked by triangulation. The community meeting was organized to return the information to the community.
The curriculum of the Elderly Care System Learning Center consists of 1) core courses, 2) minor courses and 3) innovation courses. The curriculum of the Elderly Care System Learning Center reflects the integration of the knowledge in the local community with the curriculum of the Elderly Care System Learning Center. In addition, the community learning has resulted in the potential lifelong learning process of the elderly so that they are able to live their life based on valuable elders, have the potential to take care of themselves, coexist with others in society and create awareness of their own values and use their full potential until they are accepted by society and become quality population.
