บทคัดย่อ

Objective To evaluate the excellence center for mental health and psychiatry project of Department of Mental Health (DMH)
Materials and methods The prospective study was analyzed from documents collecting and annually seminar from 2006-2011. The context by DMH view was policy, project manager team (PM), 
fiscal planning and excellence center was the performance indicator. The input was allocated budget at or above 80%, standard of excellence center was evaluated annually. There were 4 process activities, i.e, instruction within December, learning and sharing, developed and evaluation by workshop held by PM and performance documents. The output was number of excellence center
Results There was an appointed document committee to take responsibility as project manager team. The performance indicator was set in the fiscal year of 2010-2011. The allocated budget was 
83.5%. The instruction process by December occurred only once. The standard of excellence center was evaluated annually and the level of excellence center and research standard were revised. Learning and 
sharing was held during instruction and evaluation’s workshop. The developed and monitoring activity was carried out only in fiscal year 2011. There were 3 excellence centers according to performance 
documents. Changes of hospital directors were main obstructed. Key success factors were vision of 
the leader and quality culture of the organization
Conclusion Excellence center project of DMH was limited in the context and input according to country status. The monitoring and evaluation was done only in the fiscal year 2011. By the fiscal 
year 2011, there were 3 excellence centers according to documents assessment. The key success factors were learning and sharing process, leadership, quality culture.
