สถานการณ์การจัดบริการและกำลังคนผู้ให้บริการการแพทย์แผนจีนในสถานพยาบาลสังกัดกระทรวงสาธารณสุข ปีพุทธศักราช 2567

บทคัดย่อ
การศึกษานี้มีวัตถุประสงค์เพื่อศึกษาข้อมูลการจัดบริการและกำลังคนผู้ให้บริการการแพทย์แผนจีน การกระจายการจัดบริการและกำลังคน รวมถึงการจ้างงานกำลังคนด้านการแพทย์แผนจีน นำไปสู่การวางแผนด้านอัตรากำลังคนของตำแหน่งแพทย์แผนจีนในอนาคต โดยเป็นการศึกษาเชิงสำรวจ ใช้แบบสำรวจข้อมูลอิเล็กทรอนิกส์ (Google forms) และการสัมภาษณ์ทางโทรศัพท์ เป็นเครื่องมือในการเก็บรวบรวมข้อมูล ระหว่างเดือนพฤศจิกายน 2566–มกราคม 2567 โดยทำการสำรวจข้อมูลในสถานพยาบาลสังกัดกระทรวงสาธารณสุข จำนวน 978 แห่ง เป็นสถานพยาบาลส่วนกลางในสังกัดกรมต่างๆ จำนวน 75 แห่ง ส่วนภูมิภาคในเขตสุขภาพทั้ง 12 เขต ได้แก่ โรงพยาบาลศูนย์ โรงพยาบาลทั่วไป โรงพยาบาลชุมชน จำนวน 903 แห่ง ผลการศึกษาพบว่า มีการจัดบริการแพทย์แผนจีน 319 แห่ง (ร้อยละ 32.62) มีการกระจายการบริการมากที่สุดเขตสุขภาพที่ 5 และอยู่ในระดับโรงพยาบาลศูนย์มากที่สุด ส่วนสถานการณ์กำลังคนผู้ให้บริการ มีแพทย์แผนจีนจำนวน 268 คน และเป็นการจ้างงานในรูปแบบลูกจ้างเหมามากที่สุด บทสรุปจากสถานการณ์การให้บริการการแพทย์แผนจีนในสังกัดกระทรวงสาธารณสุข มีสถานพยาบาลให้บริการเป็นจำนวนค่อนข้างน้อย ส่งผลต่อการเข้ารับบริการของประชาชนไม่ทั่วถึง รวมถึงปัญหาการจ้างงานของตำแหน่งแพทย์แผนจีนและการเติบโตของสายงานในอนาคต ส่งผลให้มีผู้ประกอบวิชาชีพสาขาการแพทย์แผนจีนทำงานในสังกัดกระทรวงสาธารณสุขค่อนข้างน้อย ข้อเสนอเชิงนโยบาย ควรส่งเสริมการจัดบริการการแพทย์แผนจีนในสถานพยาบาลทุกระดับ เพื่อเพิ่มการเข้าถึงบริการการแพทย์แผนจีนของประชาชนและควรเพิ่มอัตรากำลังและตำแหน่งข้าราชการสำหรับแพทย์แผนจีน เพื่อสร้างความมั่นคงในอาชีพ
