บทคัดย่อ
การปฏิบัติงานกับเอกสารจำนวนมากร่วมกับการใช้คอมพิวเตอร์ประมวลผลแฟ้มข้อมูลในรูปแบบตารางอย่างง่ายจะไม่สามารถสนองการดำเนินงานของสภาการแพทย์แผนไทยอีกต่อไป สภาการแพทย์แผนไทยต้องการมีระบบข่าวสารที่มีข้อมูลของสมาชิกที่ทันสมัยตอบสนองการใช้ข้อมูลที่ทันเวลาภายใต้ค่าใช้จ่ายที่เหมาะสม จึงต้องมีการออกแบบโครงสร้างข้อมูลสมาชิกสภาการแพทย์แผนไทยเพื่อการพัฒนาระบบฐานข้อมูลต่อไป การใช้เทคนิคการออกแบบฐานข้อมูลรูปแบบความสัมพันธ์ของส่วนประกอบและการลดความซ้ำซ้อน (normalization) กับฐานข้อมูลสมาชิกสภาการแพทย์แผนไทย โดยใช้ข้อมูลจากพระราชบัญญัติวิชาชีพการแพทย์แผนไทย พ.ศ. 2556 กฎกระทรวง ข้อบังคับ และประกาศที่เกี่ยวข้อง จัดทำโครงสร้างข้อมูลสมาชิกสภาการแพทย์แผนไทย ทำให้สามารถกำหนดโครงสร้างในการเก็บข้อมูลบุคคลตั้งแต่เริ่มเข้าสู่ระบบการศึกษาการแพทย์แผนไทย การสอบ การเป็นสมาชิก การรับใบอนุญาต การต่ออายุใบอนุญาต และการอบรมหลังการรับใบอนุญาต องค์ประกอบของโครงสร้างข้อมูลฐานข้อมูลเชิงสัมพันธ์ คือ บุคคล (ระบุด้วยเลขที่บัตรประชาชน) หน่วยถ่ายทอดความรู้ รูปแบบการรับรองหลักสูตร หลักสูตรที่ได้รับรอง สิทธิในการสอบ ผลการสอบ การเป็นสมาชิก ใบอนุญาตให้ประกอบวิชาชีพ การต่ออายุใบอนุญาตฯ การลงคะแนนเสียงเลือกตั้ง และการอบรมหลังจากมีใบประกอบวิชาชีพแล้ว โครงสร้างข้อมูลที่ออกแบบมีองค์ประกอบเพียงพอรองรับการดำเนินงานของสภาการแพทย์แผนไทยทั้งในปัจจุบันและอนาคตที่จะมีการเปลี่ยนแปลงข้อบังคับต่าง ๆ และเมื่อได้นำไปพัฒนาระบบงานคอมพิวเตอร์และสื่อสารที่มีการบำรุงรักษาอย่างเหมาะสมก็จะสามารถให้บริการข้อมูลข่าวสารแก่ผู้เกี่ยวข้องได้อย่างถูกต้องรวดเร็ว
