Evaluation of the Pilot Project on Oral Health Care for Diabetic Patients in Nonthaburi Province, 2024

Abstract

This research aimed to evaluate the oral health care project for diabetic patients in Nonthaburi province across four aspects: context, input, process, and product, following the CIPP model framework. The study employed a mixed-methods approach, combining both quantitative and qualitative research methods. Quantitative data were collected through project evaluation questionnaires, project success indicator reports, and the Ministry of Public Health's Health Data Center system. Data analysis was performed using percentage, mean, and standard deviation. Qualitative data were obtained through in-depth interviews with dental personnel responsible for the pilot units, and analyzed using content analysis.

The results revealed that stakeholders' opinions on the context, input, process, and product aspects of the project were at a high level (M =4.06 SD =0.78, M =3.69 SD =1.08,
M =3.90 SD =0.80, M =3.89 SD =0.67, respectively). The project context aligned with the provincial strategic plan and local needs. Regarding input factors, there were inadequacies in budget and equipment resources. The operational guidelines were appropriate, and activities were implemented according to plan. As a result, diabetic patients received oral health promotion and increased access to dental services, including both screening and treatment services. It could be recommended that project stakeholders should apply these research findings as guidelines for further development and expansion of dental services.
